Hart this week in- troduced a new education bill au- thorizing an experiment to deter- mine if public education should be expanded to include 3-, 4- and 5- year-olds. "There is increasing evidence," Hart said, "that we are ignoring the critical years of child develop- ment, the years when children • are most receptive to learning and most receptive to learning and most responsive to intellectual growth." In a speech made on the Senate floor, Hart said: "M o d e r n research indicates that as much 'intellectual growth takes place in the first four years of life as in the next 13— yet less than half of America's children go to kindergarten. "If the educators are right—and I do not doubt them—we are seri- ously handicapping our children by not offering good pre-school train- ing." Under Hart's bill, titled the "Pre- school Education Act of 1968," pilot programs in pre-school education would be conducted in representa- tive urban and rural areas of the nation. DR.
