Pincus, chairman of the Jewish Agency. in a report he gave Mon- day at the 30th annual conference of the council of organizations of the United Jewish Appeal of Great- er New York. Pincus said that the new arrivals will include many large families and many who have been stripped of all their possessions. They will join nearly a half million other im- migrants in Israel already depen- dent on Jewish Agency programs of resettlement and rehabilitation. He stressed that the people of Israel, whose resources are "strained to the utmost" to meet security needs and overcome eco- nomic difficulties, "are in no posi- tion to share the bunden of hu- manitarian aid to their country's immigrants." Pincus also spoke before several hundred delegates representing 13 national Zionist groups from all over the country at an annual leadership conference of the Ameri- can Zionist Council. He empha- sized the urgency of developing a coordinated program for American aliya that will translate the exist- ing deep sympathy for Israel into the reality of the manpower that it so sorely needs. Declaring that the creation of a strong, unified Zionist movement in the United States was one of the imperatives of the reorganization of the World Zionist movement that will be considered • at the 27th World Zionist Congress this June, Pincus said that the American Zionist Council must be strength- ened as a functioning agency so that it can more effectively con- duct a program for aliya and edu- cation in the United States. "The need for an effective, oper- ational unified Zionist organization in the United States," Pincus said, "transcends the individual organi- zational programs and aspirations of the various groupings within the Zionist movement.
