MaiinoniaA tl'eat h Cenier Tenants in Battle with Slum Landlord NEW YORK (JTA) — A slum landlord was forced to make badly needed repairs in his tenement in Brooklyn by its mostly Puerto Rican residents after they were organized into an active tenants association through the efforts of a Maimonides Medical Center com- munity psychiatry team. Their rents are currently being held in escrow to force the land- lord to complete needed repairs in the building. The effort was described by med- ical center officials as a rather unique example of the community psychiatry services provided to residents of the area by the medi- cal center's community health center. The effort for the tenement families was undertaken in line with the chief goals of the program to protect both the physical health and self-esteem of area resident. The dramatic effort toward or- ganized self-help began when a team of Maimonides mental health workers acted on a complaint filed by 19 families in the building that they had been living without heat for two of the coldest weeks of the winter because of a defective chimney. The tenement conditions were called to the attention of Gerald Beallor, a Maimonides psychia- tric social worker, when one of his patients cancelled an appoint- ment because she feared her _ apartment was too cold for him to visit. After hearing the report, a Com- munity Mental Health Center team headed by Sam Neuschatz, coor- dinator of Maimonides community organization programs, arranged a meeting with families in the building. The meeting led to formation of a tenants committee and the start of an organized effort to compel Israel Film .Sallah' at Jewish Center the landlord to repair the chimney and to remedy other long-standing complaints, including leaky faucets, loose plaster, broken fixtures and delays in painting. Members of the Community Mental Health Center team took to the telephone and bombarded the landlord and building and housing officials with complaints. Within a few days, the landlord arranged to repair the broken chimney and heat was restored to the chilled residents. After two visits by a city building department inspector, the landlord also replaced defec- tive bathtubs, fixed holes and had some plastering done. Rents were reduced by 50 per cent. When the tenants were served with dispossess notices by the landlord, a VISTA attorney gave them legal help at a court hearing where the judge declared in favor of the tenants but also ruled that full rents had to be paid. The rents are being held in escrow, pending a court determination that the landlord has completed all repair work needed, in a manner satis- factory to the court. 1101111110111111.11001101101101.11110 Wilt 1 O O 0 R O * it Planning a Wedding, Bar Mitzvah or other party?
