professed for U.S. immigration.
United Hias Service has antici-
pated the changeover in the law.
It has been assisting clients in
filing petitions for their relatives
in the Eastern Hemisphere. Our
agency has been assisting in job
finding for applicants who can im-
migrate only under the Labor
Certification Program. We urge
persons who want to help their
relatives come to this country to
contact our office immediately.

possible dreams of long-awaited.

In the annals of American his-
tory, July 1, 1968, will be a mo-
mentous occasion. On that date—
after 44 years the national origins
quota system will be abolished.
After July 1 there will be a nu-
merical ceiling of 170,000 immi-
grant visas available for persons
from the Eastern Hemisphere re-
gardless of their country of birth;
and 120,000 visas available for
natives of Western Hemisphere
countries. No one country in the
Eastern Hemisphere will receive
more than 20,000 numbers. As yet,
there has been no numerical
limitation upon any country in the
Western Hemisphere. But it is
generally believed that a 40,000
limitation will eventually be

What is the effect of the change-
over in the law on Jewish immi-
gration? Until July 1, the quotas
to which most Jewish applicants
are chargeable — Czechosolvakia,
Latvia, Lithuania, Poland and the
USSR—are available. The problem
in these countries has been the
difficulty in obtaining passports.
Nevertheless, some persons have
been able to overcome this ob-
stacle.
It is advisable for those who
can obtain passports to plan
their departures before July 1,
so that it will not be necessary
to compete on a world wide
basis after that date for the
170,000 numbers.
For the past several years,
Jewish immigration to the United
States has been mainly under the
refugee provision of the law. That
provision allows persons who have
fled from Communist or Middle
East countries to transit countries,
i.e. Italy and France, to be ad-
mitted to the United States as con-
ditional entrants, and to obtain
permanent residence after two
