ment," the paper said. "That
may give us a clue to future
U.S.-Israel relations."
Two of the country's leading
dailies, Davar and Haaretz, spe-
culated on the outcome of John-
son's peace overtures to North
Vietnam. "If Hanoi should refuse

to come to the conference table
after an unconditional bombing
pause, President Johnson's past
Vietnam - policy will be vindicated,"
according to Davar. Haaretz cau-
tioned that the Communists may
decide to "drag their feet until a
new President enters the White
House."
Although officials maintained a
strict silence to avoid any position
of appearing to intervene in the
internal affairs of another country,
the general feeling here was that
there would not be any major
changes in United States policy
toward Israel as a result of Mr.
Johnson's decision.
The view was expressed that
support of Israel has become a
tenet of American foreign policy
regardless of the person holding
the Presidency. It was also as-
serted that the United States in-
terest in maintaining Pro-Western
influence in the Middle East de-
pended on the existence of a strong
Israel and that therefore United
States efforts to bring about an
agreed Israeli-Arab peace not at
Israel's expense did not involve
considerations of vote-getting in
American presidential races.
Nevertheless, the Washington
Post reported Tuesday under the
headline "Johnson's Exit Seen as
Blow to Israelis" that "Arabs and
Israelis were found in accord on
one .subject: Israel will be losing
a staunch supporter when Presi-
dent Johnson leaves the White
House."
Irene Beeson reported from Am-
man "that a hope, albeit a slen-
der one, has arisen that the Arabs
may get a more favorable recep-
tion from President Johnson's
successor."

Jews Returning
to Crown Heights
With New Program

MILWAUKEE — The founding
convention of the North Central
Region of the Zionist Organization
of America will be held here May
17-19 it was announced by Rabbi
Moses Lehrman of Oak Park and
A. J. Geller of Saint Paul, co-
chairmen of the recently created
region, together with Dr. Louis
Blumenthal of Milwaukee, chair-
man of the planning committee
of the convention.
The North Central Region in-
cludes 52 communities in the
states of Michigan, Minnesota,
Wisconsin, North Dakota, South
Dakota and parts of Ohio, Illinois
and Indiana. It is expected that
delegates from all districts will
attend the historic sessions when
the new region will be officially
launched as one of the influential
areas of Zionist activity in Amer-
ica.
The program includes the key-
note address by the National Presi-
dent of the Zionist Organization
of America, Jacques Torczyner; a
session on public affairs, to be
conducted by Rabbi Jerome Ungar,
director of the public affairs de-
partment; other public meetings
to be addressed by leading • per-
sonalities in the world of Zionism

and workshop seminars.
It is expected that all synagogues
in the region will observe May 17
and 18 as ZOA Sabbath.
The offices of the North Central
Region are located in the Zionist
House of Detroit.

Savings Bonds Offers
'Bond-a-Month' Plan

The Treasury Deaprtment is
campaigning this spring to empha-
size the "bond-a-month" method of
purchasing U. S. savings bonds
and new freedom shares accord-,
ing to W. D. MacDonnell, volun-
teer savings bond chairman for
Michigan.
The bond-a-month plan is a free
service to depositors. It is an auto-
matic method by which a bank
purchases a savings bond and a
freedom share for • the customer
each month, charging the trans-
action to his checking account.
Everyone is not familiar with
freedom shares, the new compan-
ion product to Series E bonds,
MacDonnell said. Freedom shares
are a bonus opportunity offered to
regular purchasers of savings
bonds. They are savings note s,
paying a higher rate of interest
—4.74 per cent when held to ma-
turity (41/2 years). They are re-
deemable after one year. Freedom
shares are available only in com-
bination with savings bonds—on
a regular monthly purchase plan.
