I have been asked whether Israel will be adversely affected by President Johnson's balance of payment program aimed at curtailing the outflow of American dollars . . . The answer is "no" . . . Economic experts in Washington, after studying the new federal policies and measures implementing the President's program, have concluded that American investment projects in Israel are fully consistent with these policies . . . They also established that contributions to the United Jewish Appeal and purchases of State of Israel Bonds—which play vital roles in the development of Israel's economy—are also consistent with the Pres- ident's program . . The President's policy, they emphasize, is aimed at reducing the flow of American capital to the developed countries of Western Europe: it is not intended to hinder the economic growth of less developed countries—the category in which Israel falls . . Israel is officially listed in Washington as an "economically less developed country" in connection with the exemption of Israel Bonds from the Interest Equalization Tax of 1964. . . It is therefore one of the countries which President Johnson had in mind when he announced in his message to the nation on Ian. 1. 1968, that his balance of payments program will allow the U.S. to meet its obligations for "encouraging economic growth in the developing countries . . . " WASHINGTON ECHOES: TRAVEL TO ISRAEL: Washing- ton economic experts do not expect any serious curtailment of Ameri- can travel to Israel to result from restrictions on foreign travel . . They stress the unique nature of American travel to Israel ... Much of this travel, they point out, is for business or to attend scientific and professional conferences ... There are also numerous groups studying Israel's economic and welfare needs . . . Many other American travelers came to Israel as relig- ious pilgrims or to visit relatives .. While American citizens spend more than $4,000,000 a year on for- eign travel, they spent only about 529,000.000 in Israel in 1966 . . . President Johnson's target is to reduce nonessential tourist travel outside the Western Hemisphere by about 5500,000,000 a year for the next two years . . . However, foreign governments have been assured by the State Department that there will be no physical re- strictions on foreign travel . . . Also, that there will be no ex- change control that would limit the amount of dollars American trav- elers can take out of the country . . The only measures being con- sidered by the administration are taxes on tourists . . . On the whole, it is clear from the expanding economic relations between the United States and Israel that it is in the interests of the United States to continue to further the develop- ment of the Israeli economy. . In a report to the fund's execu- tive, the delegation stated that Israel's economy remained stable last year despite the dislocations caused by the June war. The re- port attributed this to slow-down measures taken in 1966 which put a brake on a too rapidly expand- ing economy thereby reducing the dangers of inflation. The report said that the suffer- ing caused by reduced production and increased unemployment was off-set by the foundations laid for renewed growth.
