12 African States Repudiate Stand
Against Israel Reported at Parley

JERUSALEM (JTA) — Foreign Minister Abba Eban informed the
cabinet Sunday that 12 African governments had publicly dissociated
themselves from a resolution attributed to them by the Organization
for African Unity which demanded unconditional Israeli withdrawal
from occupied Arab territories.
Eban said that the officially published resolutions adopted by the
Organization for African Unity which just ended a conference in
Addis Ababa, Ethiopia, contained no reference to Israel or the Middle
East. The organization's secretary had given a statement to the press
implying that the African foreign ministers who attended the confer-
ence had adopted a resolution backing Egypt's demands for uncondi-
tional Israeli withdrawal. There are 36 nations represented in the OAU.

Israel Gives Recognition
to Isolated Negev Outpost

JERUSALEM (JTA) — A group
of tenacious American volunteers
and Israeli halutzim who clung to
their tiny outpost of Hatzeva in
the wilds of the Nege despite of-
ficial disapproval, have finally won
settlement status for the place.
Hatzeva also known as Ein Hus-
sub, was officially recognized as a
settlement by the government and
the Jewish Agency when it became
clear that the settlers would not
leave as they had been requested
to do.

Hatzeva is located in the eastern
extremity of the Negev, in the
wilderness country south of the
Dead Sea. It is probably the most
isolated inhabited spot in Israel.

Israel Honors
Officers, Crew
of Lost Dakar

TEL AVIV—Flags flew at half
mast throughout Israel Wednesday
following a nationally broadcast
statement by Defense Minister
Moshe Dayan officially declaring
the missing submarine Dakar to be
lost with her 69 officers and crew.
Funeral services for the deceas-
ed navy men were recited 10 miles
at sea by the armed forces chief
chaplain, Rabbi Shlomo Goren,
aboard the destroyer Yaffo.
The Dakar, a British-built sub-
marine purchased by Israel last
year, was reported missing in the
Eastern Mediterranean on Jan. 25,
while on her maiden voyage under
the Israel flag from Portsmouth,
England to Haifa.
A two-week air sea search failed
to turn up any evidence of the
"Dakar's" fate.

In his radio broadcast, Gen.
Dayan described the details of
the Dakar's last voyage from her
sailing from Portsmouth on Jan.
9 to the moment radio contact
with her was lost.

Chaplain Goren recited the
burial prayer, "El Mole Rahamim"
at sea as the crew of the Yaffo
and her submarine escort, Dolphin,
stood at attention. The chaplain,
in a brief eulogy for the lost men
of the Dakar declared, "You have
sailed the depths of the seas in the
nation's mission, to strengthen our
defenses and to protect Israel's
coast and waterways against the
enemy."
The chaplain's office announced
that the families of the deceased
men began the Shiva, the seven
day mourning period, Wednesday.

TEL AVIV (JTA) — The World
Union of General Zionists closed
its conference here with the adop-
tion of a program for aliya (im-
migration), absorption and the re- ,
organization of the Zionist move-
ment.
The conference urged the Israel
government to "introduce without
delay" a new policy on absorption
that would attract immigrants, par-
ticularly from the west.
It declared, however, that im-
migration and absorption could
not be separated and that both
functions must be left exclusive-
ly in the hands of the Jewish
Agency Executive.
The General Zionists who also
supported the idea of creating "cir-
cles of olim," Zionists pledged to
immigrate to Israel, but stipulated
that such groups must be com-
pletely outside the framework of
political parties and should em-
brace a wide variety of diaspora
Jewry.
The conference urged that the
Zionist program be amended to
place greater emphasis on the
fields of Hebrew education, aliya
and information.
It opposed the concentration of
two departments in the hands of
one person and opposed the aboli- !
tion of the American section of
the Jewish Agency Executive.

Israeli Boycott of Firms
Dealing with India Denied

NEW DELHI (JTA)—An Israeli
spokesman here described as
"sheer nonsense" a report from
Cairo carried by an Indian news
agency Monday alleging that Israel
was planning to boycott firms do-
ing business with India in retalia-
tion for the latter country's official
support of the Arab states in the .
Middle East dispute.
Yaacov Yannay, deputy direc-
tor of the economic division of the
Israeli foreign ministry, told the
Jewish Telegraphic Agency that
the report was a "fabrication" by
the Arabs in an attempt to mis-
lead Indian public opinion and turn •
