Jews in Anti-War Pray-In

WASHINGTON — National tele-
vised reports on an anti-war "Pray-
In" at Arlington National Ceme-
tery appeared to some to depict a
predominantly Jewish and Negro
demonstration. Actually the vast
majority of "clergy and laymen
concerned about Vietnam" were
white, middle-class Protestants.
Featured in the brief television
coverage were the Rev. Martin
Luther King, Jr., two eminent rab-
bis, and a Tora: White Christian
clergymen were there. But the TV
cameras focused on Dr. King, the
bearded rabb i, Prof. Abraham
Heschel, and on Rabbi Maurice
Eisendrath, who carried an in-
teresting-looking Tora.
The rabbis did not seek to con-
vey an impression that Jews were
taking the leading role in protest-
ing against the war. Indeed, Rabbi
Eisendrath, president of the Union
of American Hebrew Congrega-
tions, told the press that Jews were
becoming inhibited and growing
silent to Vietnam. He said that
fewer Jews were protesting and
that he noted a "hush-hush" tend-
ency. He attributed this to fears

Rabin Warns Appeal

LONDON — Maj. Gen. Itzhak
Rabin, Israel's ambassador-desig-
nate to the United States, told a
gathering of the Joint Palestine
Appeal here Tuesday night that
Isreal must prepare now for the
financial and manpower needs
three years hence because the
danger of renewed warfare with
the Arabs still exists. "The money
and the people must come to us
now, not when the crisis is upon
us," he said.
Gen. Rabin, former chief of staff
of Israel's armed forces, spoke at
a dinner given in his honor by the
JPA. He shared the dias with
Israel Ambassador Aharon Remez;
Hayim Morrison, national chair-
man of the JPA, and Harold H.
Poster, who chaired the event.
Gen. Rabin is scheduled to leave
here Saturday night for his new
post in Washington.
He warned that "No one can say
with certainty that last June's war
was the final one." He said that
the "Arabs have not yet convinced
themselves entirely that they can-
not achieve their aims in another
war, although they are much more
reluctant to start one than they
had been." As for Israel, he said,
"Our frontiers are infinitely more
advantageous then they were."
The possibility of renewed war-
fare keeps Israel on the alert and
is the reason military service
has been extended from 25•2 to
three years. "But it is not only
Jews and Arabs who are involved.
There is a significant Russian mili-
tary presence in the area, and the
evolution of the Israel-Arab dispute
to a new armed confrontation de-
pends in large measure on the
confrontation between Russia and
America," he declared.
Gen. Rabin said that if Israel
has to fight again she will fight,
as before, alone, "except for the
aid and comfort of the Jewish
People."

Rabbi Eisendrath's evaluation,
however, was not shared by some
of the other Jewish leaders in the
peace movement. They conceded
that only a handful of Jews were
among the thousands of clergy
and laymen w h o demonstrated
here. But they said there was no
discernible lessening of Jewish
Participation in other recent
demongtrations. In their opinion,
Jewish intellectuals are still
speaking out in numbers far in
excess of the per capita percent-
age of Jews in academic and pro-
fessional life.

An impression exists in official
Washington that Jews are "doves"
and that Jews somehow led the
recent prayer services at Arling-
ton. The public does not know that
Rabbi Eisendrath is personally
committed to peace in Vietnam
to a degree not shared by most
American rabbis.
Why the Tora? The Arlington
service was planned on an inter-
faith basis. A cross was to be car-
ried. It was thought desirable to
also display a Jewish symbol.
At the last moment, a young
Catholic priest rushed into the re-
ligious action center of Reform
Judaism here. The Center director,
Rabbi Richard Hirsch, greeted
him.

livered the Tora to Rabbi Eisen-
drath in time for the demonstration.
It was the same Scroll that the
UAHC presented to President Ken-
nedy in 1961. The Tora was loaned
by the John F. Kennedy Library
to the Religious Action Center.
A number of rabbinical students
from the Hebrew Union College
and the Jewish Theological Semi-
nary came to Washington to

demonstrate.

Israel Must Alter Structure
`to Bring Back Brains'

WASHINGTON (ZINS) — Israeli
students in America wishing to re-
turn home, are encountering three

major obstacles: work, housing and
bureaucracy.
This came to light in a survey
conducted by Columbia University.

It was brought out that efforts to
persuade Israeli academicians to
return home, with the promise of

better wages and tax concessions,
will not succeed, because Israel is
not in a position to compete on this
score with the United States.
The survey concludes that
Israel's present economic and so-
cial structure, is unable to prevent
the country's brain-export to
America, and only a radical change
in Israel's way of life could solve
the problem.

Western Aliya Held 'Nigh
Impossible' Because of
Israel's Economic Woes

ZURICH (JTA)—A member of
the Jewish Agency Executive de-
clared here that it was "well nigh
impossible" to expect Jews from
Western countries to immigrate to
Israel because of the present eco-
nomic conditions in Israel." Yo-
sef Klarman, addressing the Euro-
pean conference of Herut, said
that the main problem faced by
Jewish immigrants from the West
was findings gainful and useful
employment when they arrive. He
said the government of Israel
"must create conditions for the
