New Russian Brochure on Jews Blames Czar
for Anti-Semitism, Denies It Exists Today

A look at Soviet-Semitism as the
Soviet Union sees it is offered in a
brochure by Russian journalist So- I
lomon Rabinovich. It has been re-
leased by the Novosti Press Agen-
cy publishers in Hebrew, Yiddish,
English, French and Spanish.

Rabinovich insists that anti-
Semitism was the "natural outcome
of the policy of the Russian czars
toward the nationalities under
their rule," a policy that "doomed
these nationalities to appalling
backwardness and ignorance, al-
most total illiteracy, starvation and
disease."

The October Revolution, of course,
"opened the widest possibilities
for the moral and cultural bloom
of all nationalities inhabiting the
Soviet Union, the Jews included."
A significant portion of the bro-
chure is devoted to the part played
by Soviet Jews in the war against
the Nazis when millions of Soviet
people of all nationalities including
Jews "fought side by side to de-
fend the sacred soil of their socia-
list homeland."
The brochure describes the lives
of several men "of Jewish nationa-
lity" and tells of the contributions
that Jewish scientists, musicians,
actors and artists have made to
the Soviet Union. According to
Novosti, "The • reader is told of
new books by Jewish writers, of
Jewish musical and theatrical
groups and interesting research by
Soviet Hebrew scholars. "The au-
thor dwells, too, upon the position
of religious Jews, activities of the
synagogues and religous schools."

These claims are challenged in
reports about spreading Russian
anti-Semitism and the vile attacks
on Jews and Israel in many Rus-
sian periodicals.
Rabinovitch insists that "anti-
Semitism has been cut off from its
social roots. Rather, - with the abo-
lition of the settlement pale," the
Jews are assimilating, following
" the ways of the peoples among
whom they settled, accepting their
language, culture and on their
part making their own contribution
and enriching the spiritual life of
these peoples. Thus began the na-
tural process of the assimilation of
the Jews very much like that which
is taking place in many of the wes-
tern countries."
Rabinovitch states that 41 per
cent of the Soviet Union's Jewish
population have a higher or spe-
cialized secondary education en-
gaged in various branches of the
economy.

"After the Russians and the Uk-

"the Jews rank third in the number I ber of Jewish students: for every

Like Israel, Give
Egypt Low Rating

NEW YORK — Seventy-four
per cent of adult Americans
have a favorable attitude toward
Israel, according to the latest
Gallup Poll which asked a na-
tional sampling of 1,583 persons
to indicate how much they like
28 nations of the world. This
put Israel one percentage point
below West Germany in the
popularity rating but 35 points
ahead of Egypt. The latter coun-
try, the only Arab nation on the
list, was favored by only 39 per
cent of those polled.
A big surprise was the drop in
popularity of France by 20 points
in the last decade. In January
1957, before President De Gaulle
came into power, 68 per cent of
all Americans expressed a favor-
able attitude toward France.
Today, the comparable figure is
49 per cent. On contrast is the
sharp rise in the popularity of
West Germany over the same
period, from 64 to 75 per cent,
while Great Britain rose from
68 to 85 per cent.
The three most popular coun-
tries among Americans accord-
ing to the poll are Canada,
Switzerland and Australia. The
least popular are North Vietnam,
Cuba and Communist China.

achieve this honor.
Hailing from Sanandadj, the

was helped to gain his education

The report, prepared by the
executive committee of the WJC's
British section for the national
biennial conference that opened
Saturday night, noted that there
had been no major change in the
situation of Eastern European
Jews since last June's Arab-Israeli
war. The main concerns of the
WJC, according to the report, are
the position of Soviet Jewry, Jews
in Arab countries, human rights
and the struggle against Nazism
and anti-Semitism .
