Of 388 agencies queried in New York, Los Angeles, Phoenix, Atlanta, Chicago and Miami, the ADL said, 358 ac- cepted orders for a "white gentile" or 'white protestant' secretary. The study was part of a general ADL report on white collar em- ployment practices and problems being submitted to the Federal Equal Employment Opportunity Commission. Arnold Forster, gen- eral counsel of ADL, said that "not only did an overwhelming majority of the agencies accept discrimina- tory job orders, but their comments revealed an utter disregard for fair employment laws." highest rate in Michigan No double talk about rates.
