Supreme Court Pressed
on Church-State Issues

NEW YORK—(JTA)—The U. S.
Supreme Court is under increas-
ing pressure to rule on the thorny
constitutional nroblem of govern-
ment aid to church and synagogue
schools involving hundreds of mil-
lions of dollars. according to a
year-end survey of church-state
litigation announced here by the
American Jewish Congress.
The survey listed 30 cases now
pending in state and federal courts,
17 of them on the issue of whether
tax-raised funds may be used in
support of religiously-affiliated
schools. Seven of these cases have
been taken to the Supreme Court
in recent months, the report noted.
Three have been rejected, three
are pending, and one has been ac-
cepted by the court on the issue of
rights of the taxpayer to challenge
the constitutionality of p u b 11 c
grants to religious schools.

He succeeded Dr. Joachim Prinz
who served in the post for two
years.
Rabbi Schacter is rabbi of the
Moshulu Jewish Center in The
Bronx.
A reception in honor of Dr.
Prinz on his retirement as presi-
dent highlighted the installation
ceremonies. In a telegram to Dr.
Prinz, Dr. Nahum Goldmann,
president of the World Jewish
Congress, said, "Due to your
splendid leadership, the Presidents
Conference is progressively gain-
ing status as the recognized and
representatives body of American
Jewry in international Jewish
affairs."
The Presidents Conference is
composed of the heads of 21 na-
tional Jewish organizations with
a collective membership of about
4,500,000, and acts as a coordinat-
ing body on issues affecting Jews
abroad, including Israel.

Issues Manual on Divorce

CHICAGO (JTA)—A manual on
Jewish divorce laws has been pre-
pared by a Chicago rabbi for dis-
tribution to the 1,700 members of
the Decalogue Society of Lawyers
here to instruct them on the pro-
cedures involved in drawing up a
religious divorce.
The manual, entitled "A Reli-
gious Procedure in Obtaining a
Jewish Divorce" was written by
Rabbi Moses Mescheloff of West
Rogers Park Congregation and
presented to the lawyers by the
Chicago Rabbinical Council. The
manual states that Jewish law re-
quires a religious divorce when-
ever a Jewish man and woman
have lived together as husband and
wife and then wish to sever their
marital status, whether the couple
is religiously observant or not.
In connection with the distribu-
tion of the manual, it was pointed
out that the state of Israel has
refused to accept as valid any
Jewish divorce not written by the
rabbinic authorities.
