Israel 'Red Cross' Gives Gifts to POWS on Holiday Israel and Arabs Reported Willing to Aid Jarring; Guerrilla Warfare Is Wrecked UNITED NATIONS, N.Y. (JTA) —The Arab states involved in the Middle East hostilities, as well as Israel, have treated Gunnar Jarr- ing, the United Nations' special representative to the Middle East, "with the utmost courtesy and with expressions of willingness to cooperate with his mission," Sec- retary-General Thant reported. Thant made that report to all members of the UN on the basis of the first report he had received from Ambassador Jarring after the latter had concluded the first of a series of visits to the Mideast region, during which he had visited the capitals of Egypt, Jordan and Lebanon, as well as Jerusalem. Ambassador Jarring will make another visit to Israel in the next few days, Thant said. The Secretary-General added that he is "encouraged" by the Arab and Israeli willingness to cooperate with Mr. Jarring. Johnson-Eshkol Meetings in Texas on Jan. 7 and 8 WASHINGTON—President John- son made known, on the eve of his departure for his Texas ranch, that Israel Prime Minister Levi Eshkol will be his guest for two days, Jan. 7 and 8, at his ranch in Texas. The two statesmen will confer on Middle East problems. It is be- lieved that desalination plans in Israel will be a major subject for discussion. Eshkol is due to leave Israel on Jan. 5 and will stay in New York over night before leaving for Texas. The Soviet Union has unleashed a new attack on Israel and Zion- ism with an article in a leading Russian newspaper seeking to link Zionism with Nazism and anti-Semitism, it was reported here from Moscow. The new wave of attacks fol- lowed a short'lived indication of possible moderation emerging from the Warsaw conference on Middle East policy, concluded last week by Communist leaders from eight countries. The Warsaw com- munique referred to Israel's right to exist, butt stressed the primacy of unconditional withdrawal from occupied territories. and radio propaganda indicated that the anti-Israel campaign would continue unabated. The line is based on charges that Israel employed "Nazi" methods against the Arabs. Rival "Palestine Liberation" movements are now meeting In Cairo to discuss escalation of guerrilla operations against Is- rael, according to reports re- ceived here. The Cairo news- paper, Al Ahram, said the Arab representatives of the various terrorist groups convened "to explore the possibilities of bring- ing about unified Palestine ac- tion, mobilizing all potential guerrilla groups, and escalating the armed struggle in occupied territory." The meeting followed the resig- nation of ,Ahmed Shuk a ir y as chairman of the Palestine Libera- tion Organization. Younger Arabs were reportedly urging more ac- tion against Israel, and less talk. The meeting sought to organize a council representing all elements, to coordinate and increase the tempo of terrorism against Israel. State Dept. Sees Israel 'Exaggerating' Need for Arms State Department sources ex- pressed the view that Israel is exaggerating her need for addi- tional military equipment and the extent of the Soviet military build- up of Arab states. Speaking on the record, however, Spokesman Robert McCloskey said the Depart- ment had "no detailed informa tion" on the Soviet resupply of the Arabs. Responding to questions about Israel's desire to purchase 50 Phantom F-4 jets to replace air- craft canceled by France, McClos- key said "I can neither confirm nor deny that such a request was made." Rep. Jonathan Bingham, New York Democrat, wrote President Johnson on the need for the United States to take greater responsibil- ity for Israeli military needs, in view of the French termination of supplies to Israel. Pro-Hussein Banker Banished by Israel (Direct JTA Teletype Wire to The Jewish News) JERUSALEM—A Jerusalem banker who went to Amman with the permission of Israel authorities last week, ostensibly to negotiate the re-opening of Jordanian banks in East Jeru- salem, was permanently ban- ished from Jerusalem Wednes- day after he publicly swore al- legiance to King Hussein and was appointed by the king to the Jordanian Senate. The banker, Anton Atallah, was one of six Palestinian Arabs appointed to the senate in Amman But none of the others publicly took an oath of allegiance to King Hussein. The banishment of Atallah, on the orders of Defense Minister Moshe Dayan, apparently ended a second attempt to reach an agreement with the Jordanian authorities for the reopening of bank branches in East Jeru- salem.
