Since the destruction by Israel of the Egyptian oil refineries, in retaliation for the sinking of the Warship Elath, Egypt depends solely on Soviet tankers to bring her oil from oil-rich Arab countries . . In addition to taking control over Egypt's armed forces and oil supply, Moscow has also stationed part of her war fleet at Egyptian ports, ostensibly to protect Egypt against Israel but at the same time actually tighening its control over Egypt •• . Thus, Moscow is now standing with both feet in Egypt, with Nasser taking orders instead of giving them . . . In a quiet way Moscow succeeded in converting Egypt during the last months into a Soviet satellite, and is dictating to Nasser what his policy vis-a-vis Israel • • JEWISH DETERMINATION: It will not be a pleasant thing for the Egyptian generals and officers to take orders from their Russian Counterparts, but they are beginning to realize now that this will exactly be the case . . . There is a school of thought expressing the belief that a renewed Arab war against Israel would not be in the interest of Moscow ... The argument is - why should Moscow stimu- late a renewed war between Egypt and Israel when the Soviet govern- ment maintains practically full control over Egypt now; and this is all she wants . . . A war, it is pointed out, may bring about a change in this situation; it may even produce a revolt among Egyptian officers unwilling to take orders from Soviet generals ... Those advancing these arguments are losing sight of the vicious anti-Israel propaganda in the Soviet press which strengthens the hostility of the Arabs against Israel and which Israel cannot afford to ignore . . . Not to speak of the extreme attitude against Israel taken by Soviet representatives at the United Nations . . . Israelis watch Moscow's tactics of keeping Arab hostility against Israel strong, and they feel that they have grounds for anxiety; a Soviet-trained Egyptian army is not the same as an army trained by Egyptian officers . . . At the present moment the Egyptian loss of Soviet warplanes and tanks has been replenished fully from Moscow simultaneously with the stationing of Soviet warships -with missiles and powerful guns'- in Egyptian waters . . . But Israel has so far not made up as yet even for the loss of her own planes during the Six-Day War and for the vast amount of ammunition which she spent .. . . Israel is thus behind in the military equilibrium with the Arab countries . . . This is why the Jewish community leaders in this country are determined to make the 1968 fund-raising campaigns for Israel no less a success than in 1967.
