ADL Proposes Measures
to Better Bias Agencies

ALBANY (JTA) — An official
of the Bnai Brith Anti-Defamation
League submitted a six-point pro-
gram here to strengthen the New
York State Commission for Human
Rights and make it the most ef-
fective unit of its kind in the na-
tion.
David A. Schulte, chairman of
the ADL's New York board, in a
statement before the Governor's ;
Committee to Review New York
Laws and Procedures in the Area
of Human Rights, said that valid ;
criticism that the present com-
mission has "not acted vigorously
. . . to carry out the public policy
against discrimination" called for I
consideration of measures to
remedy the situation.

Pravda Assails Israel, Charging
Plot to Set Up 'Puppet Arab State'

UNITED NATIONS, N.Y.—The
Soviet newspaper Pravda has as-
sailed an alleged plan by Israel to
set up a "buffer puppet Arab
state" in occupied territories as "a
means of legalizing" the occupa-
tion and applying "Israel's solu-
tion" of the Arab refugee problem.
The article, written by Y. Prima-
kov, was included in a review of
the Russian press released Monday
by the Soviet mission to the United
Nations .
The writer attributes the plan to
former Prime Minister David Ben-
Gurion, who, he says, proposed it
after the June war. He calls it a
tactic by Israel to delay the
. with-
drawal of its forces from the oc-
cupied territory. Under the plan,

would retain "strong points" in the
"autonomous Arab state" which
Israel could point to as a haven for
the refugees. The article goes on
to say that from Irael's point of
view, "the fact that the territory of
Jordan would be halved, the Gaza
Strip annexed from the UAR and
the map of the Arab world re-
carved would be the inevitable
cost."
According to Pravda, "the vast
majority" of the Arab states link
Israeli withdrawal to the ending
of their 19-year-old state of war
with Israel and "one would think
that the Israeli leaders would have
seized this opportunity but this did
not happen. Tel Aviv continues to
insist on direct negotiations with
the Arabs even though it is aware
that such negotiations are impos-
sible under conditions of occupa-
tion," Pravda said.

the UN special representative to
the Middle East, left on a short
orientation visit to the capitals of
the area, establishing his Middle
East headquarters on the island of
Cyprus.
It is reported from Jerusalem

sidered unlikely that the UN envoy
will meet with local delegations on

Israeli forces from occupied terri-
tory should take into account the
security of all states in the region.
The British representative, J. H.
Lambert, said that he could not
share the view that the refugee
problem is political by nature. He
called on all member states of the
UN to contribute to UNRWA and
said that two governments so far
contribute 80 per cent of the
UNRWA budget.
He said it is imperative that dis-
placed Arabs should be allowed to
return to their homes and those
who remain should be allowed to
live in peace.
Earlier, the committee agreed
to grant hearings to the Palestine
Liberation Organization, a group
supporting terrorist activities
against Israel; and to the so-
called Palestine Arab delegation, '
with the proviso that the hear-
ings would not constitute recog-
nition of the groups by the UN.
The annual discussion of the ref-
ugee problem was opened by Lau-
rence Michelmore, commissioner-
general of the United Nations Re-
lief and Works Agency for Pales-
tinian refugees, who warned that
his agency faced a $9,000,000 def-
icit and urged member nations
which have not yet pledged funds
for the refugees to do so.
Michelmore said that taking into
account the 14,000 refugees who
have returned to the West Bank,
there is now in Jordan a total of
577,000 refugees of whom 245,000
are persons who have been dis-
placed since the June war. He said
that the number of displaced per-
sons in the UAR from areas occu-
pied by Israel is now estimated to
be between 60- and 70,000 and Syr-
ian refugees are said to number
100,000.
The figure on refugees in Jordan
quoted by the UNRWA head dif-
fered sharply from those given by
Jordinian Ambassador Mohammud
el-Farra who claimed that Jordan
now holds 964,000 refugees includ-
ing 719,000 there previously and
245,000 new arrivals since the
June war. El-Farra, in a speech
filled with denunciatiops of Israel,

under a grant from the Ford Foun-
dation.
The "Research Annual of Inter-
group Relations-1966" (Frederic
A. Praeger, New York) digests the
basics of hundreds of research
studies recently completed, in
work or projected, here and
abroad, in the field of intergroup
relations. It is the only such ref-
erence work in the field.
Ranging from studies of sweep-
ing significance in the American
civil rights struggle to such esoter-
ica as "The Shaiqiya of Northern
Sudan," the research annual is an
indispensable guide through the
labyrinth of the field for human
relations professionals, teachers,
social scientists and graduate stu-
