The committee reiterated the
government's policy, endorsed by
the Knesset on Nov. 11, that
Israel will give up no occupied
Arab territory except under the
terms of a peace treaty arrived at
by direct negotiations with the
Arabs and that, until then, the '
present cease fire lines will be
maintained and respected.

The tribute to Dr. Fabregat,
sponsored by the Herzl Institute,
was also addressed by Ambassador
Joe Barromi, alternate represen-
tative of Israel at the United Na-
tions, and Dr. Joseph B. Schecht-
man, member of the Jewish Agen-
cy Executive. Messages were re-
ceived from Ambassador Avraham
Harman, Israel's envoy to the
United States, and Ambassador
Gideon Rafael, permanent repre-

There was speculation Wednes-
day that Eshkol or another cabinet
minister would make a detailed
reply to de Gaulle at an early op-
portunity and rebut the allega-
tions he made on Israel's aims in
the Middle East and the ideological
bases for the founding of the
J ewish State. An occasion for the
reply may be Eshkol's traditional
press luncheon on Friday to mark
t he anniversary of the UN 1947
Palestine Partition decision which
paved the way for the establish-
ment of the State of Israel.

view here Tuesday night how
President Charles deGaulle once
pledged to him that France
would always support Israel be-
cause it was traditional French
policy to back small states in
the Middle East and that
France's relations with the Arab
world would never be conducted
at Israel's expense.

BRUSSELS (JTA)—Differences
were reported among the six mem
ber nations of the European
Economic Community as to the
means and degree of Israel's as-
sociation with the Common Mar-
ket, which was recommended by
its executive commission last June
A working party composed of rep-
resentatives of the member states
has just completed a study of the
executive commission's recom-
mendations which will be discuss-
ed by the permanent representa-
tives and probably submitted to the
council.

According to the working par-
ty's report, the Netherlands and
West Germany supported a pre-
ferential arrangement along the
lines of a customs union with
Israel, while France and Italy ad-
vocated that traditional trade
agreements, such as were signed
between Israel and the EEC in
1964, would suffice to assure an
expansion of trade, Belgium and
Luxembourg have not yet an-
nounced their positions.

The study of relations between
the European Economic Com-
munity and Israel, which favors a
relationship s h or t of the full
associate status Israel seeks, will
be on the agenda of the EEC
Council of _Ministers at its meet-
ing here on Dec. 11-12.

The executive commission of the
EEC was understood to favor asso-
ciate status for Israel in place of
the present limited agreement.
Most members of the working party
favored a somewhat more restricted
arrangement which would still pro-
vide substantial new trade benefits
to Israel.
