New York Dinner
Nets $1 Million
in Israel Bonds
NEW YORK (JTA)-More than
$1,000,000 was raised to help the
reconstruction of Israel's economy
at a dinner held here Saturday
honoring Dr. Julius Mark, senior
rabbi of Temple Emanti-E1 of New
York.
The dinner was a highlight of a
campaign conducted in Greater
New York to mobilize $25,000,000
this fall through the sale of Israel
Bonds.
Avraham Harman, ambassador
of Israel to the United States, and
Associate Justice William 0. Doug-
las of the U.S. Supreme Court,
were the principal speakers.
Dr. Mark, a leader of Reform
Jewry, was accorded a special
tribute for his achievements as
a spiritual leader and for leader-
ship in the Israel Bond program.
Ambassador Harman presented a
bronze plaque to Dr. Mark which
bore a representation of the West-
ern Wall in Jerusalem.

Israel Bonds headquarters
here anounced that Dr. Joseph J.
Schwartz, vice president of the
organization, arrived in Israel
Sunday, a f ter conferring with
leaders of West European Jewry
in Paris for two days. In Israel,
Dr. Schwartz is to meet with
Prime Minister Levi Eshkol,
Finance Minister Pinhas Sapir,
and other leaders to explore the
Jewish State's economic guide-
lines for further development.
In Chicago, an airborne United
Natons peacekeeping force to block
further Middle East warfare was
proposed by Sen. Thomas B.
Kuchel, California Republican. He
also reiterated a proposal for a
Mideast observation satellite to give
the UN
advance knowledge of mili-
tary maneuvers in the region.
Sen. Kuchel, who was guest of
honor at an Israel Bonds meeting
in celebration of the 50th anniver-
sary of the issuance of the Balfour
Declaration, said such a for ce
should be based on such neutral
ground as Cyprus, to be available
"to put itself between opposing
forces without delay."

End of Time Limit
for War Criminals
Seen by Minister
BONN (JTA)-The statute of
limitations which is applicable to
Nazi war criminals may be pro-
longed beyond its Dec. 31, 1969,
termination date or possibly abol-
ished altogether in crimes invol-
ving murder and genocide.
Minister of Justice Gustav Heine-
mann, at a press conference here,
disclosed that a commission for
law reform has suggested that the
statute of limitations be extended
from 20 to 30 years but, even if
this is done, it is not likely to
cover crimes already committed.
Heinemann himself proposed
two months ago that the statute
of limitations be abolished in
cases of murder. He said at his
press conference that more and
more members of parliament
favor abolition but there was the
question of whether the United
Nations will establish a conven-
tion abolishing the statute for
genocide. If Germany accepted
this, it could be the solution, he
added.
In reply to questions, Heinemann
said it appeared that the Central
Office for Nazi Crimes, in Lud-
wigsburg, would complete its
cases by 1969. However, Ludwigs-
burg was surprised, he said, by
the new evidence it has received,
especially from the Netherlands,
of hitherto unknown Nazi war cri-
minals who participated in the de-
portation of Dutch Jews.
The Soviet Union has also re-
cently agreed to provide state
prosecutors with additional evi-
dence and, as time passes, Heine-
mann said, documentary evidence
becomes more important than eye
witnesses.
Jewess Sentenced
to Prison in Poland
WARSAW-A young Jewish wom-
an who managed to survive the
Nazi occupation of Poland, was
sentenced to three years in prison
recently for "possessing illegal
anti-state papers and recordings
and preparing material for pub-
lication abroad."
Her blind employe r. Szymon
Szechter. a Soviet army veteran
and historian, charged that his
secretary had been the victim of
anti-Semitism, police brutality and
torture.
Nina Karsow, 27, was found
guilty of the acts considered
"prejudicial to the Communist
regime" u n d e r the so-called
"small penal code."
Szechter appealed to "men of
good will, to (John) Steinbeck, to
(Arthur) Miller, to (Jean Paul)
Sartre so that they will say and
describe how and in what condi-
tions prisoners are tortured in
People's Poland."
Miss Karsow, who has already
served 15 months, is a graduate
in Polish philology from Warsaw
University. Szechter said she had
been convicted for the simple fact
of having wanted to think freely."
Two 'Israeli Agents'
Seeking Gestapo Head
Arrested in Munich
LONDON (JTA)-Two men
"presumed to be Israeli agents"
were arrested in Munich, Ger-
many, Saturday as they tried to
enter an apartment belonging to
the wife of Heinrich Mueller, the
former chief of Hitler's Gestapo,
according to a report in the Sun-
day Times of London. Munich
police, the dispatch from Ger-
many stated, declined to give the
names of the men or to reveal the
reason for the effort by the men
to see Mrs. Mueller.
Mueller, who was Adolf Eich-
mann's superior, disappeared in
1945. He has frequently been re-
ported dead, but final proof of his
alleged demise has never been ob-
tained by either the Germans or
by Jewish "Nazi hunters."
Mueller was reported living in
Egypt by Nazi hunter Simon Wisen-
thal.
