recalled, both houses of Congress
endorsed the Balfour Declaration
unanimously.
"That the United States is to-
day strongly committed to the
existence and security of the
State of Israel," said Dr. Hertz-
berg, "is thus the reaffirmation
of the very basis of our policy
as it existed from the very begin-
ning. Beyond that, it represents
a keeping of the promise that
our country made when it was
very much the coauthor of the
historic act whose 50th anniver-
sary we are celebrating tonight."
Rabbi Miller, in his address,
juxtaposed the historic develop-
ments that followed two great
world events that occured almost
simultaneously in November of
1917—as the issuance of the Bal-

NEW YORK (JTA)—Mrs. Golda
Meir, former foreign minister of
Israel, declared at a Balfour Day
celebration here that, if there had
been 1,500,000 Jews in Palestine
in 1947, instead of 600,000, the
hostilities of 1948, 1956 and 1967
might have been avoided. She
called on American Jewry "to fill
the vast space which exists be-
tween Israeli settlements with
Jews of all ages, in order that the
recurrent crises which exist pri-
marily because of Israel's small
population may be averted."
(The London Times took note
of the 50th anniversary of the
Balfour Declaration by lament-
ing "the black side" of the
record of events that led to the
creation of a Jewish national
home in Palestine and, subse-
quently, the sovereign State of
Israel.)
Mrs. Meir, who is secretary-gen-
eral of the dominant Mapai Party
in Israel. addressed a celebration
of the 50th anniversary of the Bal-
four Declaration sponsored by the
American Zionist Council and the
Theodor Herzl Institute. She said
Israel now had the opportunity to
live in security and avoid future
bloodshed "if Jews from America
will come in large numbers, an
opportunity not to be missed."
The need for a strong Zionist
movement, which had been instru-
mental in the issuance of the Bal-
four Declaration by the British
government 50 years ago, viewing
"with favor" the establishment of
a "national home for the Jewish
people" was emphasized along
with the role of the U.S. govern-
ment in staunchly supporting the
principle laid down by the Balfour
Declaration.
Among the principal speakers
besides Mrs, Meir were Rabbi
Israel Miller', who is also chair-
man of the American Jewish
Conference on Soviet Jewry; Dr.
Emanuel Neumann, a member of
the Jewish Agency executive;
and Rabbi Arthur Hertzberg, of
Temple Emanuel of Englewood,
N.J.
Dr. Neumann noted in his ad-

dress that, "apart from the World
Zionist Organization, there was no
widely representative body, ready
and able to assume," during the
era highlighted by the Balfour
Declaration, "the p o 1 i ti c a 1 and
practical responsibilities of part-
nership on behalf of an otherwise
fragmented Jewish people, leader-
less and powerless."
"With the establishment of the
Jewish State," Dr. Neumann con-
tinued, "the responsibilities of the
Zionist moveme n, t continued
though altered; while the support
and cooperation forthcoming from
the Diaspora, have grown tre-
mendously. In view of these cir-
cumstances, and the very grave
problems still confronting the State
of Israel, we are being called
upon, once more, to widen the or-
ganized Zionist base through a
new process of reorganization.
