COMMUNAL CURRENTS: New approaches to Jewish community
planning in the United States are now under consideration by the
Council of Jewish Federations and Welfare Funds .. . CJFWF leaders
feel that after Israel's victorious Six-Day War of last June, American
Jewry faces new prospects in fund-raising . . . The extraordinary
warmth which dominated the response of American Jewry during the
critical June days has created drastic changes in giving levels . . . It
has also brought out new givers and new workers in the communities ...
Thus, the 1968 campaigns of the Jewish federations will have to be
based on the extraordinary experiences of the Israel Emergency Fund
campaign of summer 1967. . CJFWF leaders who just returned from
an extensive visit to Israel are all convinced that the emergency
situation in Israel is by far not over . . . They are of the opinion that
winning the peace for Israel will be prolonged. difficult and expensive
. . . Thus, American Jewry will have to help carry a large share of
Israel's welfare, education and health costs in 1968. . . This will be
necessary in order that the people of Israel — through their taxes and
voluntary contributions—can meet the additional costs of their security
needs and the occupation costs involved in keeping the Israeli-held
territories in Gaza, Sinai, the West Bank of Jordan and the Syrian
heights . . . These costs are very large indeed, making it imperative
for the American Jewish community to continue its action to raise
extraordinary sums of money for Israel . . . A large study mission
of the United Jewish Appeal — composed of the very top leaders of
Jewish communities from all parts of the United States — is visiting
Israel now in order to establish the exact needs there, prior, to the
opening of the UJA campaign for 1968.
COMMUNITY PROBLEMS: The CJFWF assembly will also discuss
other major issues now being faced by American Jewish communities
. . . One of them is a re-assessment of the Jewish role in the human
rights revolution which is now taking place in this country .. . Top
leaders of major Jewish organizations engaged in human rights work—
like the American Jewish Committee, American Jewish Congress and
the Bnai Brith Anti-Defamation League — will analyze developments
which took place during 1967. . . The Negro riots, inasmuch as they
affect Jews. and the anti-Semitic expressions by sonic, of the extremist
Negro leaders, will be dealt with by the speakers at the session .
A major address on human rights will be delivered by Whitney M.
Young, executive director of the National Urban League . . . The
nature of Jewish involvement in the anti-poverty programs will also
come up for lengthy discussion at the CJFWF Assembly . . . Jewish
experiences in the war against poverty, as well as Jewish participation
in sponsoring and operating anti-poverty programs, will be reported ...
Similarly Jewish education will occupy a good deal of attention .
Guidelines formulated by the CJFWF Committee on Federation Plan-
ning for Jewish Education will be presented and discussed . . . Under
discussion will also be the question of cooperation between federations
and synagogues in community planning to strengthen Jewish education
beyond the elementary level, as well as in teacher recruitment . . . A
special session will be devoted to the question of what can federations
do to serve the Jewish university students and faculties in their own
communities — how to deepen their Jewish involvement and sense of
identification with the Jewish community . . . The impact of Medicare
and Medicaid on Jewish institutions serving the aged and the role of
the federations in health services in general is one of the topics which
will be analyzed at the Assembly.
