(From an Address at the Jerusalem World Zionist Organization
Jubilee Celebration, August 17, 1947)
Since we went into exile we have had many dates in our calendar
which will not be expunged from our memory for decades, and maybe
centuries, to come. But the anniversary of the event to commemorate
which we have assembled here today does not resemble them. The
other anniversaries mark things that happened to us. They are a
record of persecution, decrees, expulsions. massacres and destruction.
Today's date, however, is the greatest in our history since the destruc-
tion of our political independence following the defeat of Bar-Kochha.
It has two distinctive features. The first is that it is a date made by
ourselves, not by anyone else. The second is that it made us into a
nation once more. The first Congress did not make a nation of us out
of nothing. There had always been a Jewish nation, even when we were
dispersed in exile and the world as a whole did not know of our exist-
ence as a nation; but we were only a potential nation. That day, fifty
years ago, made us; and on that day we turned ourselves into a
nation in reality. The First Zionist Congress. in 1897, saw the genera-
tion of a Jewish people conscious of its nationhood and proclaiming
its aspiration to become once again a people like other peoples, and
to lead an independent existence in its own country.

Congress and to ensure its suc-
' cess. Among the many problems
that occupied my mind at the
time was one which, though not
serious, was nonetheless tricky. It
Was connected with the great Jew-
ish problem generally. What would
be the flag that would adorn the
Congress auditorium? What would
be its color? We had no flag of
our own. The idea plagued me
considerably. It would be neces-
sary to create a flag. and to choose
the colors.
Suddenly the idea flashed
through my mind: Surely we have
a flag — the white-blue flag —
the talith in which we wrap our-
selves in prayer is our symbol.
We will take the talith and unfold
it before the eyes of Israel and of
the nations. And so I ordered a
blue-white flag with a Magen
David in its center.
This is how our national flae
came into being — the flag that
fluttered in the Congress audi-
torium. It took no one by surprise:
no one asked how it came about
and where it came from.
Likewise the Shekel. When the
••-, of the finance commit-
tee discussed the tax that each
Zionist was to pay to the Zionist
Organization, they could think of
name by which to call
it In face of this predicament I
began thinking hard of a name that
might be acceptable to all, and
found nothing more suitable than
the name "Shekel." I had hardly
put forward my suggestion than it
was taken up by every speaker in
n ittee and when the pro- ,
posal was tabled for the poll tax
payable to the Zionist Organiza-
tion, the "Shekel" was on every-
one's lips.
This is the way with all cre-
ations permeated by the spirit of
the nation. It is a good sign when
no one is aware of their novelty,
and the people accepts them as
things hallowed by ancient custom
and usage.
