organizations and institutions were
trying to contact the Soviet authori-
ties in order to discuss the situa-
tion with them. But here they came
up against a stone wall. The
Soviets refused to discuss the mat-
ter. Their position was, to begin
with, that there was no Jewish
problem in the Soviet Union: sec-
ondly. if there were some vestiges
of this problem. the Soviet regime
knew how to deal with them effi-
ciently and effectively: thirdly.
and this was possibly their main
point. the whole subject was no
concern of foreign Jewish organi-
zations nor in fact of anybody.
Jewish or non-Jewish. The entire
matter, the Soviets claimed. was
unquestionably an internal affair
of the Soviet Union and no person
or organization had the right to
interfere. Consequently the Jews of
the world, or those who claim to
represent them, are not in any way
involved in this matter.
Niat only did the Soviet regime
close its ears and slam the door
t13 the representatives of the Jew-
ish world. but also among the
Jewish leaders themselves there
were those who were fearful of giv-
ing the matter too much emphasis
lbecause they were afraid of "what
the gentiles might say."
This fear is as old as the Jewish
exile. For generations the Jews
maintained the dictim: "Do not
provoke the gentiles." Taught by
bitter experience. they were always
afraid of making matters worse
than they were. To raise an outcry,
to protest. to stand up for their
rights and lives, might make the
' gentiles all the angrier and pro-
. yoke them into more violence and
bloodshed. It was therefore best
to absorb the blows. the humilia-
tion. the dishonor — and remain
silent. "Sha sha. don't make a
row, - frightened Jews would say
when they learned of the bitter
lot of their brethren in another
town or another country. Rather
, than resort to open protest, the
Jews developed a technique of
peaceful intercession. This in time
became the art of "Jewish diplo-
macy." The Jewish mediator would
rush around discreetly and try
through supplication, bribery, and
self-debasement to. moderate the
ruler's decree.
But Jews have forgotten that
this kind of diplomacy failed

and that in most cases the policy
of noninterference served only
to make matters worse.
A few years ago when Jewish
leaders began asking themselves
what to do about the problem
of Soviet Jewry. many said,
"Sha sha." They claimed that
every loud protest and outcry
would serve to anger the Soviets
and harm the Jews in the Soviet
Union.
Only when all attempts at dis-
cussions with the Soviet authorities
failed and when the burden of eye-
witness accounts continued to grow
—only then did Jewish organiza-
tions, some slowly. others more
rapidly, begin to raise their voices)
in behalf of the Jews of the Soviet
Union.
The Jews of the world have
learned that the loud protest is the
only way to open them. The prob-
lem of Soviet Jewry today occupies
the top position in the order of
priorities of the various bodies and
organizations of world Jewry. Even
the problems of the State of Israel
are at times pushed aside because
of the urgency of the question of
Soviet Jewry.
What does world Jewry want
from the Soviet regime? What are
the goals that Jews have set for
themselves in order to solve the
problem of Soviet Jewry?
The desire that is shared by all
Jews and with which those in the
Soviet Union fully identify them-
selves in order to solve the prob-
lem of Soviet Jewry?
The desire that is shared by
all Jews and with which those in
the Soviet Union fully identify
themselves is for the Soviet Jews
to be given the opportunity to
choose between several alterna-
tives.
Bearing in mind the peculiar
ideological and political difficulties
of the Soviet regime in Jewsh
matters, the Jews of the world
point to the communist regime in
Poland. The Jews there had three
alternatives after the war. Those
who wished to assimilate into
Polish society were allowed to
change their f a m i I y names to
Polish names without any diffi-
culty; their Jewish nationality was
not registered in their identity
papers. Those who wanted to pre-
serve their Jewish nationality and
culture, in Yiddish, were given the
opportunity and the funds to main-
tain a national Jewish theater, a
national book publishing house,
as well as Jewish research insti-
tutes and educational bodies.
Polish Jews who wished to emi-
grate to Israel were allowed to do
so, and indeed tens of thousands
did.
This solution did not tarnish
the image of the communist rule
in Poland or undermine its ideo-
logical foundations. It did not
arouse the anger of the people,
and it helped to solve, almost
entirely, the Jewish problem in
Poland.
The Jews of the world constant-
ly make it clear to the Soviet
leaders that such a solution, or
something similar to it, would re-
lease the Jews from the horrifying
position in which they now find
themselves, as well as relieve them
of the feeling of being trapped.
A solution of this sort would
not undermine the foundation of
the Soviet regime. On the contrary,
it might break the vicious circle
the Soviets have created for them-
selves and the Jews. Because from
the time that the Soviets began
labeling the Jews in their midst
a security risk and treating them
as such, the Jews have begun to
turn into an embittered and rest-
less element of the population.
This increases the weariness of the
authorities and aggravates still fur-
ther their relationship with the
Jews; and the Jews react by grow-
ing more distrustful of the regime.
