New Tasks Ahead for Israel: Bond
Investments Are Vitally Important

The State of Israel that was
horn little more than nineteen
years ago had a rebirth in the
third Arab - Israeli war Hof last
June. It will take many months
for the Jewish people and for the
world at large to digest the full
significance and consequences of
the stunning victory that followed
only six days of
fighting. W h a t-
ever the terri-
torial changes,.
whatever the out-
come of peace
talks, the most' ,
important single
element that
unites all Jews
inside and out- -
side Israel is the
paramount c o n -
cern that Israel
shall not have to
fight a fourth
war to gain the
right to live in
peace and free-
dom.
In the new Dr. Schwartz
year, Israel will face many new
opportunities for development and
many new problems. At the same
time, serious attention will have
to be given to some of the major
problems which troubled the coun-
try prior to the outbreak of hos-
tilities and which remain un-
solved. Obviously, the combination
of old and new problems repre-
sents a situation in which Ameri-
can Jewry will be expected to
adopt standards of financial parti-
cipation more closely related to
the new levels of response that
followed the recent war than to
those whir .' were established in
previous years.
What American Jewry did in
the days of crisis and the days of
glorious victory is already part of
Jewish history. Yet there is a
tendency to overemphasize the dol-
lar figures and to underempha- '
size the great upsurge of spirit
and the intense sense of identifica- '
tion with the people of Israel
which stirred all sectors and all
facets of the Jewish population of
the United States.
An Israel strengthened by a
successful defense on the field ,
of battle can now count on the
increased strength of its friends
and supporters in America- .and
in other parts of the world.
The answer to the crisis and the
war came instantly and in heroic

measure. Now that the war is over
and the problems of almost, equal
import but much less drama oc-
cupy the center of attention, the
Israel Bond Organization and the
United Jewish Appeal will have to
engage in intensive effort to keep
the financial assistance flowing
at an undiminished rate. The high
pitch of emotional involvement
of the war periad can hardly be
maintained by the post-war needs
of economic recovery and recon-
struction. Therefore, it is incum-
bent upon us to make known in
very emphatic terms the major
tasks that are indispensable to
bringing the Israel economy back
to normal and to enable it to
resume its forward march to
greater development.
The disruption of normal life,
the dislocation of the economy
resulted in heavy financial losses
and serious setbacks for the
country. The task of economic
reconstruction is a vital part-of
winning the peace.
Both Prime Minister Eshkol and
Finance Minister Sapir have em-
phasized that it will take at
least two years for the country's
economy to recover from the tre-
mendous drain of the war. I am
not in a position to quote any
figures, but the crisis and the
war that followed cost Israel many
hundreds of millions of dollars.
And it will cost no less to re-
build the homes and villages
damaged by war and to put the
economy of the country back on
its feet.
Ttiat is why the program of the
Israel Bond Organization is so
important today — more import-
ant than ever before. The block-
ade of the Gulf of Aqaba has been
broken. The approach to Eilat is
free and open. But Israel will
need large-scale investments to
produce the goods that will pass
through the Strait of Tiran to its
markets in Africa and Asia. The
victory of arms has made the
Negev safe again for development.
But Israel will need Israel Bond
money and the participation of
private investors to establish new
industrial enterprises in the Negev
that will advance its economic re-
covery. The Old City of Jerusalem
is once more a part of the State
of Israel. But it will take a great
deal of money to rebuild it.
Only a few months ago we cele-
brated days of glory for a fighting
Israel. But in this New Year there
are greater days of glory ahead
for an Israel at peace. American
Jewry can do much to give the
people of Israel the tools with
which to beat their swords into
plowshares.
