Bill 'Allows' Rabbis
to Perform Marriages

SACRAMENTO (JTA) — A bill
was introduced in the state senate
here which, for the first time.
would officially permit rabbis in
California to perform marriages.
The measure was introduced by
Senator Anthony C. Bellinson. a
Los Angeles Democrat.
Through what the senator called
"a legislative oversight." the state's
civil code, as it stands now. per-
mits performance of marriages
only before judges, priests or
"ministers of.the gospel." The new
law would add the word "rabbis"
to that list.
The senator noted that rabbis
have always been permitted to
perform marriages in this state,
saying his bill calls only for a
"technical" change. He has as-
sured persons who have inquired
about the subject that marriages
heretofore performed in California
by rabbis would "undoubtedly be
held constitutionally legal if chal- ,
lenged•"

JERUSALEM — The ministery

of religion has quietly ended a
centuries-old practice of the Mos-
lem religious authorities of zaaking
non - Moslem pilgrims and visitors to

Aksa Mosque and traditionally
believed to have been the site of

the First Temple.
The holy places in the area are

administered by the WAQF, the

institution which administers Mos-
lem religious properties. Under
the British mandate. non-Moslem
visitors to the area were required
to pay an admission charge of 4
shillings (then SI t to enter the
area. Since the liberation of the
Old City. the charge has been
one pound (33 cents).

Many Jewish visitors hive com-
plained of having to pay tribute

to the Moslems for the right to
visit a site the Jews regard as
holy. Following their protests, the

ministry of religions opened an- -
