Removal of Tr ial Limitation on Major Nazi Israe li Mayors to Visit
War Criminals Is Urged in West Germany W. Germany This Month

BONN (JTA)—West Germany's
Cabinet will be asked to tighten
the law setting a Dec. 31, 1969
deadline on the prosecution of
Nazi War criminals, so that major
criminals accused of "murders and
genocide" would still be subject
to prosecution after the cut-off
date. Announcement of the plan-
ned move was made' here at a
news conference by Dr. Gustav
Heinemann, minister of justice.

According to Dr. Heinemann, he
was informed recently by the Cen-
tral Office for the Discovery of
Nazi Crimes, at Ludwigsburg, that
there were "blank spots" in the
group's investigative work that
would require more time for prob-
ing murders committed during the
Hitler regime. Among the "blank
spots," he said, are investigations
into the activities of Hitler's SS,
as well as suspected war crimes
by Germans in East European
areas occupied by Germany during
World War II.

USSR's permission is the first in
the war crimes field ever granted
to West Germany by any of the
Communist countries.
(Morris B. Abram, president of
the American Jewish Committee,
hailed the move on the part of the
West German justice minister to
remove the statute of limitations

on major Nazi war criminals as a
clear indication of West Germany's
awareness of its responsibility "to
remove the vestiges of the Hitler
period." He expressed the hope
"that West Germany will continue
to be vigilant against all intima-
tions of Nazi, anti-Semitic, and
authoritarian ideologies.")

NEW YORK—Israel's recapture
of Old Jerusalem and the conse-
quent unification of Israel's capi-
tal have indicated that Jewish his-
tory and theology will have to be
"drastically r e w r i t t e n," Rabbi
Richard L. Rubenstein, director of
the Bnai Brith Hillel Foundation
at the University of Pittsburgh,
advised here Tuesday.

Rabbi Rubenstein said the re-
cent developments in the Middle
Fast indicate that a sacred home
need no longer be viewed as one
built for "a society largely dominat-
ed by wandering, nomadic profes-
sionals."
"I have chosen," he said, "to

where I can only partly be at home.
It is possible that in Israel I could
be more at home and less able to

Arab Unity Is

the Wailing Wall and end its state
of belligerence against Israel, but
not recognize Israel. Hussein also
wants, it was reported, to give up
insistence on repatriation of the
Arab refugees into Israel, but
would expect United States aid
in the care of the refugees.
The Nasser plan, said to have
been proposed to Nasser two weeks
ago by Yugoslavia's President
Tito, also calls for Israeli with-
drawal from the captured areas.
Nasser would reportedly accept
international guarantees for Is-
rael's freedom of shipping through
the Strait of Tiran and would
"permit" cargoes destined for
Israel to pass through the Suez
Canal—but not in ships flying the
Israeli flag. In return for these
"compromise" steps, Nasser was
said to have been' ready to end the
state of belligerence against Israel.
Attending the summit meeting
are two kings, five presidents and
one emir. But eonspicicuously ab-
sent are the presidents of Algeria
and Syria, who object to any con-
cessions whatever to Israel or its
purported Western supporters, and
President Habib Bourguiba. of
Tunisia, who last week reiterated
his call for Arab recognition of
Israel. One of the monarchs at
Khartoum is King Hassan II, of
Morocco, who is said to call for a
more "realistic" and "moderate"
solution of the Israeli-Arab issues.
Tuesday's summit meeting fol-
lows earlier gatherings of the
chiefs of state held in 1964 and
1965 at Cairo, Alexandria and
Casablanca. It was noted Tuesday
here that neither the Arab League
nor the Cairo government is upper-
most in the conduct of the parley
in Khartoum.
