Romania Refuses to Support Arabs' Attempt to Destroy
Israel; Blackbook Exposes Soviet Backing of Belligerency

LONDON (JTA) — In a major
foreign policy speech before the
Romanian National Assembly Mon-
day, Nicolae Ceausescu, the Ro-
manian Communist Party chief,
served notice on the Arab states
that Romania recognized the ex-
istence of the state of Israel and
would not support Arab attempts
to destroy Israel in any new war.
Romania is the only country in
the Soviet bloc that did not follow
the lead of Moscow in breaking
off relations with Israel last month
on the outbreak of the Arab-Israel
war and its foreign minister made
at least one attempt during the
recent emergency session of the
United Nations General Assembly
to secure agreement on a resolu-
tion that would commit the Arab
states to recognition of Israel's
existence.

The Romanian Communist
leader said that while Romania
had always manifested friend-
ship for the Arabs, "we wish to
tell our Arab friends that we do
not understand and do not share
the position of those circles who
speak in favor of the liquidation
of the State of IsraeL"

He added that "we do not wish
to give advice to anybody, but the
lessons of history show that no
people can achieve their national
and social aspirations against the
right of existence of another

people." He made it clear that
Romania would continue to pur-
sue a policy of friendship towards
Israel and would not adhere to
the anti-Israel line advanced by
Moscow.

United Nations General As-
sembly's "positive rejection of
a charge of aggression against a
member state, Israel." He told
a press conference that "I hope

than from one wing. There were

Egypt Reported Using Poison Gas in Yemen

LONDON — Egypt has used
poison gas against the Yemeni

stated editorially: "The behavior of
Egypt, always so quick to accuse

mined investigation."

Israel Publishes Blackbook'
on Soviet Encouragement
of Arab Belligerency
JERUSALEM (JTA) — The Is-
rael Foreign Ministry issued a 78-
page "blackbook" showing how
the Soviet Union has consistently
supported Arab belligerency
against Israel despite the knowl-
edge that the Arabs sought the
total destruction of Israel.
The book reproduces speeches
by Arab and Soviet leaders, letters,
briefs submitted to the United Na-
tions, published government state-
ments and similar documents
attesting to the close identification
of Moscow with the Arab anti-
Israel cause.
The theme of the volume is that
the Soviet Union identified itself
unreservedly with the Arab de-
signs against Israel, gave the
Arabs full political backing and
supplied them with slogans and
arguments they knew to be un-
true. The book is being published
in English, French and Spanish
and will be distributed by Israeli
embassies and consulates through-
out the world.
