'Hooligans Attacking Tunis Jews Condemned by Bourgutha

The Emergency: A Jewish as Well as Israeli Issue
That which is happening on Israel's borders is not a
mere Israeli issue. It is an emergency situation for the
entire Jewish people and all of Jewry is under threat.
So many lies have been uttered and will be repeated at
the United Nations, in the press, on public platforms, brand-
ing Israel as an aggressor, that a great responsibility devolves
upon Jews everywhere not to be misled by falsified reports,
to beware of misrepresentations, to be on guard lest the
entire Jewish people once again is subjected to the vilest
calumnies as a result of blunders by world powers which
have led to the new dangers confronting Israel.
The heads of the democratic Western power, including
the United States, are not immune from guilt in the present
situation. They are permitting another Munich by their
vacillations, by having permitted Russia to turn the UN into
a medium for international political bickering instead of re-
taMing it as a rostrum for peace.
Israel stands alone against many Moslem powers. Sur- ,
rounded by enemies, threatened in Nazi fashion with ex-
termination, the men, women and children of Israel are
fighting
fighting for their very lives. The free world could have come
to their aid by assuring them their lifeline at Sharm el-Sheikh.
There were weasely words in Washington and in London but I
no action.
Who will dare blame Israel for acting when its lifeline
was being cut, when its security was endangered, when
Nasser's spokesmen and Shukairy said bluntly that they aimed
at Israel's total destruction?
The Arab politicians have done much more: they have
given comfort, under the lame excuse of themselves being
Semites, to the world's anti-Semites. From Arab quarters
in recent years have emanated anew the discredited, the
vile, forgeries which have become known as the Protocols
of the Elders of Zion. They have become responsible for the
revival of a disgusting new campaign against world Jewry.
They have used as an excuse that they were attacking
Zionism and Zionists and while doing so they were launch-
ing attacks on all Jews. Some Christians, and some Jews,
fell victims to such propaganda and have failed to aid the
Zionist movement as the chief defender of Israel.
It is time to call a halt to such vile propaganda and to
let the truth be known: Arabs, anti-Semites, Christians who
would assist in destroying Israel. have been parties in cam-
paigns against world Jewry. They used as an excuse the
Zionist idea. They lied and they should now be exposed
for spreading this lie.

Major Factors In Israel-Arab Crisis
Twice Israel yielded to UN Security Council demands for cease
fire. Once, in 1948, when Israel was about to occupy all of Jerusalem,
the UN order for cessation of warfare resulted in making Jerusalem
a divided city, part Israeli—the newest which was built by Israel,
the other part Jordanian—the part that contains all but one of the
Holy Places.
The second time when Israel yielded to a UN Security Council
order to cease fire was in the Sinai Campaign of 1956; then the yield-
ing by Israel was upon the pledge by the U. S. and the world powers
that there would be freedom of the seas and that passage through
the Suez and the Sharm el-Sheikh point 160 miles south of Eilat (the
Tiran Strait). There was an end to the fighting which might have
resulted in Israeli troops entering Cairo, but the pledge of free
passage never was lived up to.
Therefore it is reasonable to believe that Israel will not again
yield to UN pressure—pressure from a world movement on the verge
of bankruptcy because of failure to protect a people that is threatened
in Nazi like fashion by Nasser and Shukairy with total extermination.

NEW YORK — The American

WASHINGTON ECHOES: The story going around now in Wash-
ington well-informed circles throws a certain light on America's
obligation toward Israel to see to it that the Strait of Tiran is open
to Israeli ships. . . It is a story of a forgotten agreement. . . When
Israel's Foreign Minister Abba Eban arrived in Washington immedi-
ately after Egypt took full control of the Strait of Tiran, he claimed
that there was a secret American agreement guaranteeing free access
to the Israeli port of Eilat through the Gulf of Aqaba dominated by
the Strait of Tiran... Such an agreement seems to have been reached
under the Eisenhower Administration which forcd Israel to retreat
from Egyptian territory duing the Sinai Campaign in 1956. . . How-
ever, there was nothing on it in the files of the State Department or
of the White House. . . Fortunately somebody remembered that Doug-
las Dillon, former Secretary of the Treasury in Kennedy's Cabinet,
had served in the State Department during the Eisenhower Adminis-
tration. . . Doubly fortunate for all concerned, Dillon remembered
and
the agreement dimly. .. This agreement was more far-reaching
morally binding for the United States than any public assurances
made since the 1950 Tripartite Declaration issued jointly by the U.S.,
Britain and France, guaranteeing the borders between Israel and the
Arab countries. . . It turned out that Secretary of State John Foster
Dulles, who conducted the American foreign policy under President
Eisenhower, assisted in the writing of Israel's final statement of the
United Nations debate in 1957 which said that interference with ship-
ping in the Strait of Tiran would be treated as an act of war. . . Eban
reportedly produced a copy of the statement with corrections written
in Dulles' handwriting. . . There was no question anymore of the 'U.S.
being fully committed to keeping the Strait of Tiran open, and morally
committed to support Israel on this issue.
JEWISH OBLIGATION: The newly created situation in Israel has
naturally dislocated the country's economy and strongly affected the
absorption work of the immigrants there in need of aid. . . Thus, it
imposed upon the Jews in the United States the obligation to come
financially to the aid of Israel more than ever. . . It is clear that
American Jewry must consider the present emergency situation not
as a year of ordinary giving to the United Jewish Appeal. -. . This
comes at a time when, under the present provisions of the Internal
Revenue Code, an additional 10 per cent income tax deduction is avail-
able to individuals for contributions made to charitable organizations
that are "publicly supported." ... Legal experts and accountants agree
that UJA clearly falls within the definition of a "publicly supported"
charitable organization. . . Thus, in making gifts to the UJA, one is
not restricted to the customary income tax provision limiting the
deductibility of charitable gifts to 20 per cent of his adjusted gross
income . . . Instead, his gift to UJA qualifies for the additional 10 per
cent deduction, making it possible to give up to 30 per cent of the
adjusted gross income to UJA, and to receive full tax benefit for it.. .
A contributor is also free to make gifts to UJA in excess of the 30
per cent figure, carry forward such excess gifts to future years—for
as
up to five years—and claim the amount in excess of 30 per cent
an income tax deduction in the future year or years. . . He must,
however, remember that contribution made through a private foun-
dation cannot qualify for the additional 10 per cent deduction for the
five-year carry-forward, even though the contribution is ultimately
received by the UJA. . . Anyone who contemplates giving more than
his
20 per cent of his adjusted gross income should therefore make
gift directly to UJA in order to secure the full tax benefit, rather than
by channeling the gift through his foundation.
