(JTA) — The United Nations Economic and Social Council adopted a reso- lution which, after approval by next fall's General Assembly, would establish a new world orga- nization office. a United Nations I ligh Commissioner for Human R ights. The adoption of that resolution culminated a five-year fight for the creation of such an office. The Soviet Union, which has fought against the proposal since it was first made, voted with the minority of four delegations that cast nega- tive ballots on a rollcall. The others voting against it were Czechoslovakia. India nad Ro- mania. But the majority garnered 15 votes in favor of the measure. Israel, the United States and Brit- ain had supported the move vig- orously. ECOSOC reelected Israel to membership in the Human Rights Commission, one of the organ's principal subsidiaries. Israel has been on the Commission for the last three years, being represented by Supreme Court Justice Haim Cohn. In arguments behind the scenes, insisted that one three-year term for Israel was enough, while others pointed out that Israel, as a Jewish state, has a special in- terest in human rights. On the final vote, against the op- position of seven other candidates, Israel was reelected and Ambassa- dor Shabtai Rosenne was declared holder of a seat on the Human Rights Commission for the next three-year term. Dr. Rosenne is Israel's deputy permanent repre- sentative here, and is also a mem- ber of the International Law Com- mission, another UN body. 5 Mill Renewal No. 2 Additional 4 Mill Increase No. 3 $8,000,000 YES NO YES No. IL Bond Increase Originally these propositions appeared via a Special Election on March 27, 1967. At that time Proposition. No. 2 was a 5% Mill increase and was combined with Proposition No. 1. Proposition No. 3 was a $12,000,000 Bond Issue. In the March election, by using an erroneous assessed valuation of the School District ($246 million instead of $273 million), the proponent schools were able to understate their property tax revenue by $730,000. Some local business interests who opposed the propTirtiorhen countered the schools mis- representations by placing large unsigned ads which contained some truths and half-truths in an attempt to defeat the propositions. On March 27th, the propositions were soundly defeated. Hoping to avoid further waste of taxpayers money the Federation met with representatives of the schools. On May 31, having heard the proponent schools' positions and having reviewed the valid objec- tions of the opponents, the Federation makes the following observations. Proposition No. 1: 5 Mill Renewal YES In order to maintain present services, it is felt that this request is reasonable and extremely necessary. Proposition No. 2: Additional 4 Mill Increase NO A. Although appearing otherwise, this 4 Mill request will actually generate $300,000 more in property taxes (based on the true assessed value of $273 million) than the Schools claimed they would derive with their 5% Mill request on March 27 using a grossly understated assessed valuation of $245 million. B. The School Board has been unable to justify such a drastic increase when forced to use accurate financial figures. In addition, school proponents continued to use false figures even though they were shown to be erroneous. C. It is found that school literature promoting the increases is deceptive and consciously misrepresents the truth. School proponents claim that an $8,000,000 Bond Issue "will not cost the taxpayers one cent or will in no way increase your taxes." This is simply not true. No. 1:YES D. It is questionable whether any issue should be passed when students have been used as vehicles to transmit empty threats to parents. There is no reason that information that is factual cannot go direct to parents. E. Because of higher appraisals and new business coming into Southfield, additional tax revenues will be generated to create a sufficient source to meet the schools' request without this Mill increase. Proposition No. 3: $8,000,000 Bond Issue YES (with reservations) Although the Federation feels that Proposition No. 3 is necessary in order to keep school construction programs ahead of student population growth, it must be made clear that it does not therein condone the action" of the School Board whereby they have com pletely disregarded the homeowners rights in. an attempt to place a Junior High School in the Bedford Villa area via condemnation of private property while other more suitable property is available.
