aid and scarce government rev-
enues are being concentrated on
the secondary education needed
to organize the country's eco-
nomic potential. There are only
about 1,400 high school seniors in
the whole country. Half of the
committee's $48,000 budget
comes from the Emperor. The
remainder must be raised pri-
vately. Even when the funds
finally become available, teach-
ers must be hired, books printed,
buildings rented and maintained.

chinery. He cannot read traffic
signs or public health messages.
He cannot even take a message
over the telephone. For only five

to read and open up to him a whole
new world."
