Gubow Named 'Outstanding Federal Administrator'

Lawrence Gubow, U. S. attorney
for Eastern Michigan, has been
named "Outstanding Federal Ad-
ministrator of the Year," and Mrs.
Bettie Yancey, blind computer
programer at the U. S. Army
Tank - Automotive Command
(ATAC), has been selected as
"Outstanding Federal Employe of
the Year," Robert F. Phillips, pre-
sident of the Federal Executive
Association, sponsors of the annual
selection, announced.
Phillips, who is regional direc-
tor of the Small Business Adminis-
tration, said:
"Mr. Gubow and Mrs. Yancey
exemplify the finest attributes of
Federal employes. They are dedi-
cated workers who have overcome
considerable obstacles to achieve
success in their fields while play-
ing active roles in the community.
"They will be honored at the
annual Federal Executive Associa-
tion's awards luncheon May 9, in •
the Veterans Memorial Building
Ballroom."

guest speaker at the luncheon
which will be chaired by Maj. Gen.

tion and Securities Commission
from January, 1956, until his ap-
pointment by President Kennedy
as U.S. Attorney in March, 1961.
He was reappointed by President
Johnson in 1965.

After the reform, three out of
four accused individuals were re-
leased on bail on personal recogni-
zance. The rate of appearances of
accused persons did not change
markedly and substantial savings
were effected in the reduction of
prisoner housing costs and public
assistance to prisoners' families
while permitting accused indivi-
duals to prepare for their defense.
Gubow's revised bail procedure
has since been enacted, in modi-
fied form, into law by Congress as
the Bail Reform Act of 1966.
Gubow is active in many Jew-
ish movements, is a Jewish War
Veterans leader, has aided Israel
Bond and Allied Jewish Campaign
efforts.

was director of the Harvard Uni-
versity Russian Research Center.
He was assistant to Secretary of
State Dean Acheson from 1950 to
1951 and had written most of Pre-
sident Truman's speeches during

his Ph.D. at Columbia. He is the
author of several books on Russia.
