The Doves—Vis-a-Vis Israel and Vietnam

WASHINGTON — A side aspect
emerging from the Vietnam preoc-
cupation is that the so-called
"Hawks" in Congress are more
solidly commited to an Israel-Arab
status quo based on a military
power balance. The "Doves" sym-
pathize with Israel's defense but
are increasingly urging arms con-
trol, negotiations, and a peace for.
mula for the Near East.
Most advocates of peace in Viet-
nam, like Senators Wayne Morse
and Ernest Gruening, are ardent
supporters of Israel. But they and
other Doves see no sense in a
policy in w h i c h U.S. arms are
shipped simultaneously to Arabs
and Israelis—while Russia supplies
other Arabs. Doves are beginning
to apply to the Near East the basic
elements of their Vietnam peace
philosophy.
The Doves would like to see some
kind of American-Soviet accord to
limit arms shipments to the Near
East. They want fresh, new initia-
tives from American diplomacy
to encourage Arab-Israel peace.

They feel that the United States
should use all its ingenuity to pre-
clude Vietnam-style eruption in the
Near East.
Suggested preventive measures
include creation of a nuclear-free
zone guaranteed by the United
States and the Soviet Union, joint
limitation of conventional arms
shipments, and an end of appease-
ment of Arab intransigeance at the
United Nations and in American
policies generally.
Just as they oppose escalation
of the conflict in Vietnam, the
Doves are troubled by U.S. arms
shipments to the Near East. They
contend that it is a vicious cycle
to pour arms into Jordan and
Saudi Arabia, while Moscow
sends weapons to Syria and
Egypt. Israel is then made the
innocent bystander forced to
strain her economy to buy bal-
ancing arms.
The Doves maintain that Amer-
ica, despite Vietnam, is now in a
better situation to deal with Rus-
sia about the Arab-Israel impasse.

by Communist China. They want no
war in the Near East.
Peking is anxious for a diver-
sionary conflict aimed at Israel by
Arab "liberation" elements. Such
a conflict would have as its real
objective the creation of an Amer-
ican-Soviet confrontation in the
Near East.
Doves feel today's climate pre-
sents the best chance since the
Suez conflict of 1956, and possibly
since Israel's birth in 1948, to
gain a measure of tacit Russian
cooperation in encouraging Arab-
Israeli peace. They complain that
little or nothing is being done to
take advantage of the new atmos-
phere.
The thawing of the cold war in
Europe could lead to similar ten-
dencies in the Near East, in the
Dove view.
Hawks tend to feel the Doves are
naive and fail to accept what the
Doves see as grim realities. The
Hawks feel the only answer to So-
viet arms shipments to some Arab
states is to send U.S. arms to other
Arab states. They also favor an
Israeli military capacity to deter
major aggression but not so mighty
as to overly-concern the "friendly"
Arabs. They privately speak of the
U.S. Sixth Fleet as the real source
of Israel's security.
The Hawks feel that Israel's
fate may be decided in Vietnam
They believe Israel and Jews gen-
erally should give more support
to Administration policies. It is
their contention that a Viet Cong
victory would encourage Arab
"liberation" wars and start a
chain reaction of such outbreaks
in various trouble spots.
Hawk thinking is split, however,
on the Israeli reprisal policy when
such pro-Western nations as Jordan
provoke retaliation. The Hawks
want Israeli restraint on the Jordan
frontier. But new Syrian provoca-
tions would—in the Hawk philo-
sophy — justify limited retaliatory
actions and interdiction bombings
like America practices against
North Vietnam. The extent of
Syria's pro-Communist orientation
motivates the Hawks.
The Hawks see Israeli security
based on the fortified enclave con-
cept. They see no realism in efforts
to press the Arabs to make peace.
Hawks feel this cannot be done
unilaterally because it would anta-
gonize Jordan and Saudi Arabia,
as well as other "friendly" Arabs.
Nor can they see any real results
from a cooperative demarche in-
volving the Soviet bloc.
The Hawk advice to Israel is to
back the United States in Vietnam,
heed American advice on reprisals,
maintain a militant defense con-
cept against the Communist-armed
Arabs, and look to a future based
on limited military power and
American guidance.
Both Hawks and Doves are dedi-
cated to Israel's survival. But the
Doves are trending toward new
thinking and a formula based on
diplomatic explorations. The Hawks
are more rigid and see the situa-
tion in military terms similar to
their Vietnam philosophy.
