Boleslav Maikovskis, convicted in
absentia as a war criminal and who
now lives in Mineola, Long Island,

U. Schappes, editor of Jewish Cur-
rents, over WBAI Radio.
Schappes proposes the launch-
ing of a public campaign for an
extradition treaty with the Soviet
Union, since the State Department
indicates that the U.S. cannot
legally extradite an individual to
a foreign country unless there is
an extradition treaty between the
U.S. and that country. At present
the U.S. has no such treaty with
the Soviet Union.
Schappes pointed out that last
year the American Jewish Congress
and the Jewish Labor Committee
stated they were unable to work
to bring to justice war criminals
who have taken refuge in the U.S.
because of the legal difficulties
involved. He proposes the launch-
ing of a public campaign for an
extradition treaty, initiated by
these organizations or any others,
Jewish or general, that would pub-
licize the existence of scores of
war criminals in our midst "who
should be sent back where they
came from to stand trial, not for
political views but for war crimes,
including murder."

Million-Gallon Plant
in Israel One of World's
Largest Desalters—Thant
UNITED NATIONS (JTA)—Israel
completed in 1966 a desalination
plant with a capacity of 1,000,000
gallons of fresh water a day,
United Nations Secretary-General
U Thant reported.
In addition, he stated, Israel had
another plant with a capacity of
132,000 gallons of water per day.
and had completed its feasibility
study for the 100,000,000-gallon
plant, jointly with the United
States, which is to use nuclear
power.
Thant's figures on Israel's ex-
pansion in the field of desalination
were part of a general report on
water desalination compiled by the
UN chief at the request of the
Economic and Social Council.
The report showed that 17 water
desalination plants had been com-
pleted around the world in 1966.
Among the largest, Thant stated,
is Israel's million-gallon facility.
Israel's plant, according to
Thant. is run by fuel oil on a
"flash" system. while its smaller
facility, with a daily capacity of
132,000 gallons, uses electric
power on an electro-dialysis sys-
tem.
The secretary-general noted that
the International Atomic Energy
Agency, a UN body, participated
through an observer in the joint
United States-Israel study of the
feasibility of the projected hun-
dred-million-gallon nuclear pow-
ered desalination plant.
(In Washington, Secretary of the
Interior Stewart Udall reported
Tuesday that Israel is one of eight
foreign governments that have re-
served exhibition space at the In-
ternational Conference on Water
for Peace to be held here next
month. More than 70 nations and
up to 5,000 individuals are ex-
pected to participate in the great-
est international meeting yet held
on development of the world's
water resources.)
Stangl was listed as a war crim-
inal by Poland as far back as
1945.
A deputation of the Polish Polit-
ical Ex-Prisoners Association of
Canada and the Canadian Jewish
Congress Central Region met with
Senora Ibis Bengston, Brazilian con-
sul in Toronto, and expressed the
concern of their organizations on
the status of Stangl. They urged
that Brazil extradite the former
Nazi death camp commandant to
be tried for war crimes.
Included in the CJC group were
members of the Bergen-Belsen As-
sociation, the Association of Con-
centration Camp Survivors and N-3
Fighters Against Racial Hatred.
About 50 persons made up the
delegation about a dozen of whom
paraded outside the consulate with
placards demanding that Stangl be
brought to justice. Mrs. Bengston
assured the delegation representa-
tives she would convey the petition
to her government.
(Brazil's Supreme Court refused
this week to grant a writ of habeas
corpus which would have resulted
in the release of Stangl. Stangl's
attorney said he would still pursue
his efforts to keep the Nazi war
criminal from being extradited.)
West Germany, which has no ex-
tradition treaty with Brazil, also
asked for Stangl's extradition.
Under Brazilian law, the Brazilian
Supreme Court must consider an
extradition request within 60 days
or by May 1.

In New York, Simon Wiesen-
thal, director of the Documenta-
tion Center at Vienna, on a visit
to the United States, said Nazis
seeking refuge after the end of
World War II transferred hun-
dreds of millions of dollars to
Latin American countries, and
$60,000,000 of their hidden funds
went to Juan Peron, dictator of
Argentina at that time.
Wiesenthal made his disclosures
at a public meeting arranged by
the Farband-Labor Zionist Order
and the Organization of Jewish Vic-
tims of Nazis in the United States.
He said that thousands of Nazi
war criminals obtained fraudulent
passports to enter Argentina as a
result of the money given to Peron.
Nazis also have taken refuge in
large numbers, he said, in Brazil,
Chile and Uruguay.
