Israel Textile Plant Shut in Beersheba; 200 Are Laid Off

JERUSALEM (JTA)—The Char-
ley Works at Beersheba, one of
Israel's largest textile plants, closed
down Monday morning, dismissing
its 200 workers. The firm's man-
agement said it shut down because
its income was insufficient to meet
the running of the plant.
The dismissal of the Chorley
workers was considered a blow to
the already precarious labor situa-
tion in Beersheba, capital of the
Negev.
At the same time it was of Icially
reported that thousands of new
jobs will be created in Israel under
the 1967-68 government budget.
Most of the funds for the new jobs
will come from the 300,000,000
pound ($100,000,000) development
budget.
The main increase in employ-
ment will be in agriculture and in
the construction of government
buildings.

approved Tuesday by the finance
committee of Israel's parliament.
Twenty-five million pounds ($8,-
333,000) will be spent on road de-
velopment and the remainder on
water supply projects, hospitals
and government building.
The committee also decided to
pick up $32,000,000 in foreign debts
of Rassco and repay them in
pounds. The total debt of the com-
pany in local currency, which must
be taken up to keep the firm
solvent, is estimated at 56,000,000
pounds ($18,000,000).
Meanwhile, 3,000 more jobless
Israelis registered at the labor
exchanges during last week. Many
of the new registrants were Isra-
eli Arabs.
The number of Israel's civil serv-
ice employes will be slightly re-
duced during the current fiscal
year, which started April 1, from
39,518 to 39,413, it was announced
here Monday by the commissioner
of civil service.
The reduction, he said, would be

to Give Up Immigration
Work to Government

SDE BOKER (JTA) — David
Ben-Gurion, Israel's former prime
minister, proposed here Sunday
night that the task of promoting
Jewish immigration into Israel be
taken away from the Jewish Agen-
cy and put into the hands of the
government. "Only such a meas-
ure," he said, "can bring about
mass immigration from the Western
countries, which Israel needs."
Ben-Gurion made his proposal
at a convocation at the Negev Col-
lege here, marking his recent re-
turn from a journey to the United
States, Canada and England. lie
expressed optimism about the pro-
spects for immigration from West-
ern lands.
When asked whether he believed
that a change was necessary in
Israel's atmosphere in order to at-
tract more immigrants from the
West, he replied: "Yes. But to en-
sure change, we must get rid of
two people." He did not name the
"two people."

N.Y. Parley Urges
Sex Education Under
Religious Auspices

NEW YORK (JTA) — Guide-
lines for education about sex and
sexuality were proposed at a con-
ference conducted by the commis-
sion on synagogue relations of the
Federation of Jewish Philanthro-
pies of New York and the Metro-
politan Association of Jewish Cen-
ter Workers.
The goal of the confernce, ac-
cording to its sponsors, is to spur
the development of sex education
programs under religious auspices,
since New York State is beginning
to introduce the topic in the public
schools' curriculum and the in-
struction will be on a secular basis
under laws requiring separation of
church and state.
It was suggested that a pro-
fessional training institute for in-
structors in sex education should
be an outgrowth of the confer-
ence, and that priority be given
by community centers and syna-
gogues to sex education as an
important aspect of their serv-
ices.
Neither parents nor schools are
imparting to children adequate
factual information about sex or
providing them with a sound basis
of determining their individual sex-
ual attitudes, practices and beha-
vior, declared Manuel G. Batshaw,
director of national services of the
Jewish Welfare Board, who ad-
dressed the conference.
"Parents remain the single most
influential factor in a person's
sexual development. Therefore,
education about sex and sexuality
for parents deserves possibly an
even higher priority than our con-
cern for the education of children
themselves," he stressed. Trained
leaders and teahcers are essential
to supplement the role of parents
in helping a person with his sex
education, he added.

day schools showed formal sex edu-
cation programs are rare in the

classroom, though most principals

felt that some kind of effective pro-
gram should be introduced.
The most comprehensive pro-
gram encountered in the survey
was at a yeshiva which introduced
the subject in the seventh grade,
with classes of boys and girls meet-
ing separately once a week for a
half-year term.
The children are provided with
textbooks and taught about the
physiology of the sexes, the rep-
resentative processes in animals
and humans, homosexuality and
masturbation. At the conclusion of
the unit, a pediatrician addresses
the children and answers their
questions. Throughout, religious
standards for sexual behavior are
outlined by the instructor.
