Israel's largest commercial bank, has sold to the Ford Foundation in the United States a six and one half per cent capital note for $5,000,000 to ex- pand the bank's foreign business, Dr Y. Foerder, chairman of the bank's council of governors, an- nounced here. The note will be repaid in the 1970-72 period. In recent months, coop- eration has again been somewhat broadened, and it is hoped that Mr. Eban's visit will revive the old warm friendship. Burma belongs to the "neutral- ist" group of countries on Eban's schedule, which also includes Cam- bodia of the same group. The visit in both should serve, besides the direct aim of strengthening co- operation, also to underscore the fact that Israel's ties in Asia are not limited to the pro-Western na- tions. In this second group, rela- tions with Japan, both on the polit- ical and the economic sphere, are close and steady. With Thailand there has been - an improvement lately, while ties with the Philip- pines have somewhat loosened in recent years and bear tightening. Australia and New Zealand, the two countries in the third group on Mr. Eban's itinerary, have been Israel's steady and good friends from the first time of her exis- tence. While the fate of Mao's "Cul- tural Revolution" is unlikely to have direct impact on Israel's relations with that country, the world has now become so small that events in any major coun- try do affect nations all over the globe. Thus, should events in Peking lead to an end of the war in Viet- nam, one may expect a further easing of the Cold War. And it is generally assumed here that improved relations b et w e en Washington and Moscow might not only lessen the bargaining power of Nasser and the Arabs in general, but should also lead to an improvement in the atti- tude of Moscow toward Israel. Indonesia is a Moslem country, but that in itself should not have prevented her from friendly rela- tions with Israel, such as there exist with many Moslem countries in Africa and Asia. However, Pres- ident Sukarno has from the early fifties presented himself in the role of one of the leaders of the "neutralist camp" and leaned heavily on Nasser and other "pro- gressive" forces in the Arab world. The sorest point with many Is- raelis is India's biased attitude and her steady support of Arab causes, irrespective of their merit. It hurts not only because of the substance of it, but because of two additional reasons: India's prac- tically open admission that she must court the Arabs to gain their support in her dispute with Pakis- tan strengthens the hands of the Arabs trying to blackmail other nations that do have friendly rela- tions with Israel. And, ,secondly, there is still a residue of bitter disappointment that the heirs of Ghandi have proven themselves to be the arch-hypocrites of in- ternational life. This, too, some Israelis speculate hopefully, might change slowly as Indians begin to rethink realities of their politi- cal life.
