WASHINGTON — The Admin- istration's refusal to press for ratification of the United Nations Genocide Convention may give an erroneous impression that America has something to hide. This fear was indicated during recent Senate hearings on UN human rights pacts. A Senate Foreign Relations sub- committee, as a result of a "deal," declined to include genocide among treaties considered. The subcom- Mittee said its responsibilities were limited to consideration of UN conventions on political rights of women, f orced labor, and slavery. Witnesses testified that failure Of the United States to ratify the genocide accord, signed by many Commimist nations, afforded America's enemies the opportunity to charge America with hypocrisy on human rights. Why is Washington so reluctant to act on the genocide pact? This nation urged its adoption by the United Nations because the con• science of mankind was so shocked by the Nazi' murder of JeWs and others. But conservatives claim that the UN could intervene into domestic. American racial issues.
