LONDON—Israel "invites" all
four of the world's major powers
—the United States, Britain,
France and the Soviet Union—to ,
cooperate in their Middle East
policies, Abba Eban, foreign min-
ister of Israel, declared here Tues-
day night.

Eban made that statement as the
guest speaker at the annual din-
ner of the Joint Palestine Appeal,
the British equivalent of the
United Jewish Appeal.
In the last two days, Eban met
with Prime Minister Harold Wil-
son, Foreign Secretary George
Brown and leaders of the Conserva-
tive and Liberal parties. In his
separate talks with Wilson and
Brown, the Israeli leader said,
he found "a mutual desire to
deepen and extend bilateral rela-

has been appointed by Gov. Nelson
A. Rockefeller to the post of direc-
tor of the New York State Office
of Economic Opportunity. Dr.
Sable, who had been deputy direc-
tor since September, will head the
state's arm of the federal "war
on poverty." _
