Israel Govt. Allows Canadian to Buy Closed EllernK

TEL AVIV (JTA--Permission
to buy the Ellern Bank here, at an
Undisclosed sum but for "cash and
in dollars," was granted by the
Israel government Monday to Ben_
jamin Dunkelman of Toronto. The
bank was one of two taken over
by the government six weeks ago
after directors of Feuchtwanger's,
a bank that had previously taken
over Ellern's, had been charged
with malpractices.
Two of the Feuchtwanger direc-
tors are under arrest on those
charges, but the government has
said since the incident was made
public that Ellern's is a sound
financial institution.

Dunkelman, who is 53, came to
Palestine 30 years ago, emi-
grated to Canada, but returned
during the 1948-49 War of Lib-
eration, serving as a brigade
commander in the Israeli army.
During World War II, he served
in the Canadian army, attained
the rank of major, and, later, was
decorated by Canada with the Dis-
tinguished Service Order.
Earlier, the Israel Supreme
Court rejected an application for
release on bail of the two Feucht-
wanger's directors who were jailed
in connection with the government
takeover.
The two former directors, A.
Epstein and Ranan Amir, were
remanded Feb. 12 for an -addi-
tional two weeks by a local magis-
trate after the prosecution con-
tended their release might inter-
fere with the official investigation
of the banks. The effect of the
Supreme Court ruling was to con-
firm the local remand order.
Fires Destroy Herut Archives;
Party Dissidents Kicked Ont
TEL AVIV (JTA)—Police here
were investigating two mysterious
fires that destroyed the archives
of the Herut Party, including a
recently completed index of mem-
bership.
The first fire broke out Feb. 17
at Jabotinsky House, the party
headquarters, where two rooms
were ablaze, and was soon
brought under control by Tel Aviv
firemen. Twelve hours later, a
second fire broke out on a floor
in a different wing of the newly-
built, 12-story building. Police
experts are investigating the pos-
sibility of arson.

party is now left with no mem-
bership list and is unable to pro-
ceed with scheduled arrangements
of elections to party posts. The
officials said it would take six
months to reassemble such a list.
Earlier, the inner court of the
Herut Party suspended Shmuel
Tamir and Shmuel Mintzer and
barred them from holding any
office in the party for a year
in the latest phase of a battle
by insurgents against the party's
leadership.
Tamir declared that the action
"is regarded as a sentence not
only against me but also against
all our followers." The dissidents
c a 11 e d themselves the "Free
Bloc." They indicated they now
consider themselves as expelled
from the right-wing party and
Monday night decided to estab-
lish a new Knesset faction with
its own center, executive and na-
tional council.
The "Free Bloc" includes
Tamir and two other Knesset
members—Eliezer Shostak and
Avraham Tayer—as well as
Ari Jabotinsky, son of the foun-
der of the Revisionist move-
ment, Zev Jabotinsky.
While the court cannot deprive
Tamir of his parliamentary seat,
the party can remove Tamir from
the Knesset committees where he
serves as representative of the
Gahal faction comprised of Herut
and some members of the Liberal
Party. Tamir called the verdict
a result of "selfish interests" in
the Herut leadership.

MONTREAL (JTA)—The Cana-
dian Jewish Congress submitted
a brief to a parliamentary com-
mittee criticizing the fact that most
Canadian laws permit divorces
only for adultery and suggesting
that the laws be broadened.
The statement submitted to the
Canadian Senate and House of
Commons said that the goal of
such legislation should be "t h e
creation of a sound and sensible
divorce law designed for the prime
purpose of saving a marriage,
where there is hope that it can
be saved, or otherwise dissolving
it with the least possible turmoil,
with the fewest obstacles and with
the least expense."
The congress also said that there
should be conciliation procedures
written into law which should in-
clude consideration of the need for
a religious divorce where partners,
or one partner, observes religious
laws requiring such divorces. The
statement noted that Jewish re-
ligious law requires religious di-
vorces.

JERUSALEM— Prime Minister
Levi Eshkol informed the Knesset
Wednesday that the Center for the
Diaspora, sponsored by both the
Israel government and the Jewish
Agency, was planning to broaden
its scope and activities,
In an address summing up the
debate on the budget of the prime
minister's office, Eshkol said that
while the center's activities were
successful, closer cooperation be-
tween Israel and Jewry abroad
was required.
The prime minister also dis-
closed that he was holding talks
with Jewish leaders aimed at
achieving a measure of coopera-
tion with the Jewish Agency
and with other Jewish organ-
izations.
Replying to statements advocat-
ing a change to a plurality elec-
toral system, Eshkol said that the
country was not ready for a two-
party system. While noting that
there was a future possibility of
a common list of all labor parties
from Mapam to Rafi, he said that
this was not practical under the
present political climate of inter-
party strife.
