Consequently, Eshkol is under-
stood to rely more heavily on his
chief of staff's advice than his

minister of defense, Dr. Zvi
Dienstein, on the other hand,
"grew up" under Eshkol's wings
in the Ministry of Finance and
before his new post was familiar
