Pope Snds Envey to Greet Retiring Federation Leaders NEW YORK (JTA) —A special emissary of Pope Paul VI sent directly from -Rome with a message from the pontiff was a highlight of a dinner at the Waldorf Astoria honoring Dr. Maurice Hexter and Joseph Willen on their retirement as executive vice presidents of the Federation of Jewish Philanthro- pies of New York. Principal speak- ers at the dinner, attended by more than 1,000 leading New Yorkers, included Governor-Nelson A. Rocke- feller and Mayor John V. Lindsay. The Pope's emissary, Father Felix A. Morlion, president of the Pro Deo Free International Uni- versity for Social Studies of Rome, read the message, which was de- scribed as "a recognition in the spirit of the renewed brotherhood expressed in Vatican Council II." Joseph' M. Proskauer, former Justice of the Supreme Court, ap- pelate division, of the State of New York and sixth president of Fed- eration, delivered the major tribute to Willen and Dr. Hexter. He stressed that "few commu- nity leaders have done so much to help provide so many vitally needed services to so -many mil- lions of New Yorkers over the past half century." Willen has been associated with Federation since 1919; Dr. Hexter since Stuttgart Won't Rent Hall for NPD Meeting 1937. Both became executive vice presidents in 1941. The successor is Dr. David G. Salten. In his message, Pope Paul laud- STUTTGART (JTA)—The city of Stuttgart has rebuffed a bid by the extremist National Democratic Party to rent the Stuttgart city hall for an NPD mass meeting. The NPD responded to the rebuff by filing a claim with the admin- istrative court to force the city to rent the 1,000-seal hall. Arnold Kleft, the lord mayor, told the press he had decided to refuse the hall to NPD, despite several recent court decisions forc- ing other cities to rent their - halls to the ultra-right party. He said that because of its "good contacts" with foreign countries, Stuttgart felt it was obligated to deny the hall to a political party whose democratic aims were doubtful. The official organ of the Cath- olic Bishopric of Hildershein de- manded that the West German government outlaw the NPD. The Catholic newspaper said the NPD should be outlawed now, before such neo-Nazi forces gained such strength that it would be im- possible to overcome them.
