He spoke during the presentation to him of the 1966 Weizmann Award for Sciences and Humanities. The Sieff fam- ily founded the scientific institute at Rehovotin 1934. Jewish Students Who Left N. Africa Found Movement JERUSALEM (JTA) — T h e founding conference of Oded, the movement of Jewish students who emigrated from North Africa, be- gan here Monday night with more than 100 delegates from Israel and France attending. There are about 5,000 such students, many of whom a r e attending universities in France. The movement is sponsored by the Jewish Agency's youth and hehalutz department. Jewish Agency, Zionist Executive Convene in Israel TEL AVIV (JTA) — A four-day plenary meeting of the Jewish Agency opened Wednesday in Jerusalem with the participation of the American members of the agency executive. It will be fol- lowed by sessions of the Zionist Actions Committee which is the highest body of the World Zionist movement between Zionist Con- gresses. Dr. Emanuel Neumann told a press conference here that the World Union of General Zionists favors appointment of a permanent political committee, on the level of the Jewish Agency executive mem- bers, to act for the Zionist move- ment on matters concerning the position of Jews in various coun- tries. Dr. Neumann, who is president of the World Union, said such a com- mittee actually functioned during every World Zionist Actions Com- mittee session but that the World Union wanted a permanent com- mittee with a secretariat. Such a committee, he said, would act in cooperation and in coordina- tion with the World Jewish Con- gress, Zionist federations and or- ganizations throughout the world. He said the World Zionist Organi- zation should not leave the initia- tive in political activities to the WJC or Bnai Brith or any other organization. He lauded Aryeh Pincus, the agency executive chairman "in whom we have found a young energetic leader" for his reor- ganization of various agency de- partments. Dr. Neumann stress- ed that the World Union would not oppose the appointment of a new agency executive if this was made necessary by the reorgani- zation. Declaring that the current econ- omic and security crises in Israel make the meetings of the Jewish Agency and the Zionist Actions Committee among the most impOrt- ant that have been held since the declaration of the state of Israel 18 years ago, Mrs. Rose L. Hal- prin, chairman of the Jewish Agency-American Section, left for Israel Monday. The meetings of the agency, said Mrs. Halprin, "will be held in the shadow of the current economic and security problems now con- fronting Israel.
