Eban Emph asizes Israel's M. E. Peace Hopes
WASHINGTON (JTA) — A con-
clusion that "there is hope of in-
creasing peace and stability in our
area" was voiced here Monday
night by Israel Foreign Minister
Abba Eban, following a series of
high - level meetings.
A 75-minute discussion with act-
ing Secretary of State Nicholas
Katzenbach was described by Eban
as "a discussion of our position in
the Middle East in light of recent
developments."
Eban said his discussions con-
cerned "the future, and the need
to create greater stability and
peace on both sides of the fron-
tier." In addition to meeting with
State Department officials, Eban
met with Walt W. Rostow, special
adviser to President Johnson on
security matters.
Interviewed later on television,
Eban said he did not come to
Washington to request military as-
sistance. Replying to questions that
sought to elicit a discussion of
arms, the foreign minister said the
purpose for his Washington visit
was creation of more detailed un-
derstanding of the Israeli security
situation and not for arms.
Eban indicated satisfaction at
the reiteration by Vice-President
Hubert H. Humphrey two days
before of the American commit-
ment against aggression in the
Near East. He made clear that
his discussions in Washington
looked toward enhancing chances
for peace and a stand by the
great powers toward preservation
of the independence and integ-
rity of Near Eastern states.
The foreign minister met first
with Joseph Sisco, Assistant Sec-
retary of State for International
Organization Affairs. He held a
general discussion with special
emphasis on the failure of the
United Nations to follow a bal-
anced and equitable stand on the
Arab-Israel border friction. It is
thought that he detailed the chain
of events that necessitated the
Israel action of last month against
Jordan.
Eban had lunch with Robert
Komer, an aide to President John-
son with special responsibility in-
cluding the area of the Middle
East.

paring to send troops to Syria to
be stationed at the Syrian-Israeli
frontier, it was announced by Bagh-
dad Radio Dec. 8. The announce-
ment was made by Iraq's Army
Chief General Mandy, who said
that Iraqi units had been moved
to the borders and "await the
signal of the United Arab Com-
mand to go into action against
Israel."
