JDC LEADERSHIP: The Joint Distribution Committee emerged
from its annual meeting this week with structural changes and an
expanded administrative committee . . . Its board of directors will
from now on meet twice a year instead of only once at its annual
meeting . . . Leading to these developments were quiet talks which
have been going on for some time between JDC leaders and the Council
of Jewish Federations and Welfare Funds . . . It was the ambition
of Louis Broido. who last year succeeded Edward M. M. Warburg as
chairman of the JDC. to attract a greater representation from the
American - Jewish community to JDC active leadership . . . This he
will achieve now by bringing new faces into the JDC administrative
committee . Long a member of the administrative committee him-
self—before he became national chairman—Broido was the natural
successor to Warburg ... He had been in the forefront of New York's
philanthropic and economic life for many years .. . He left his dollar-
a-year post of commissioner of commerce and industrial development
for the city of New York to devote himself entirely to the JDC work
in the tradition of Warburg and the late Paul Baerwald . . . He spent
several months recently abroad to study on the spot conditions of
Jewish communities in various countries, including Israel . . . He
had been for years president of the United Jewish Appeal of Greater
New York. and continues to serve as an officer and director . . . He
left a distinguished law career to become executive vice-president of
Gimbel Brothers. Inc., the famous chain of department stores, serving
,for 25 years in that post and as chairman of the advisory committee
. He served as a member of the committee which rewrote the charter
of the city of New York in 1961 ... He was chairman of the New York
City Community College before it was merged with the City University
... His public services in the economic field date back to World War I,
when, representing the United States, he helped to settle claims
between the C.S. and France and between th U.S. and Italy . . . He
was awarded the French Legion of Honor . . . Side-by-side with him,
strongly interested in humanitarian work and in Jewish affairs, is
his wife. Lucy. who recently completed with him the tour over
numerous overseas countries—as far as Iran—to study conditions of
the Jews there . She is a former president of the New York section
of the National Council of Jewish Women, and served as vice-president
of New York Asociation for New Americans, UJA beneficiary agency
. . . Her understanding of Jewish needs is profound, and she deeply
shares the interest of her husband in JDC and UJA work.

Histadrut Leader Says Negro Problem Grave,
Black Power a Force in Detroit, Elsewhere
Dr. Judd L. Teller, chairman
of the American Histadrut Cultural
Exchange Institute, an authority
on Russia, racial problems, Israel
and other major topics, states that
"black power is bound to become
a great force in many cities, in-
cluding Detroit."
In an article in Conservative
Judaism, Dr. Teller urges a
thorough survey of Jewish busi-
nesses in ghettos and suggests it
may even involve "removal of
tens of thousands of Jewish fami-
lies" from such areas.
Severely critical of the work
of major Jewish organization—
American Jewish Congress and
Committee especially—Dr. Judd
charges that their actions are
"transfigured into verbalization"
and they have devised little that
is new.
He warns Jewish liberals not to
become disillusioned with civil
rights work, stating that "petulant
withdrawal - from the efforts for
justice to the Negro and "self-
righteous and self-pitying com-
plaints about Negro 'ingratitude
for what Jews have done for the
civil rights struggle' can only
lead to disaster."
Referring to the charge of a
class of Jewish "slumlords," Dr.
Teller urges that the guilty should
be barred from holding offices in
Jewish ranks but he adds that
"Jews are neither the only, nor
the primary, property owners in
Negro sections. Negro banks may
well be the major slumlords."
He admonishes that Jews may
become politically important un-
less they reach an understanding
and an accommodation with
Negroes in Detroit and other major
American communities.
WASHINGTON (JTA) — Rabbi
Maurice N. Eisendrath. president
of the Union of American Hebrew
re!_tat ions. denounced a "grow-
in,: element - among Jews who he
said were part of the "white back-
lash - against Negroes.
Addressing the liAliCs hoard of
trustees here. Dr. Eisendrath told
repr ,., sentat ives of
the Reform
sy •ag(wues that "we Jews are
against the board that would pro-
tect Negro rights.
He called on Jews to fight anti-
: Negro reaction and the retreat
from the civil rights struggle. He
said he felt there was some justifi-
cation for charges that certain
Negro elements were becoming
anti-Semitic and displaying "black
power" tendencies.
But. he added. "we must remem_

tosses a brick there are a hundred
thousand similarly disadvantaged
and disillusioned who do not."

MONTREAL (JTA)—A commit-
tee seeking tax support and grants
for Jewish day schools in Montreal
said Tuesday some progress had
been made in a meeting with the
Protestant school committee on
the Jewish committee's proposals.
Israel Akerman, chairman of
the Committee for Tax Supported
Jewish Schools, said that no deci-
sion was reached by the Protestant
committee, which has broad pow-
ers over the education of Protes-
tant and Jewish children in Mon-
treal. However, he reported that
one member of the Protestant
committee said he favored the
principle of extending a $200 grant
given to "private" high schools to
the elementary level.
The goal of the Jewish group,
Akerman said, was "to obtain
tax support and grants for Jew-
ish day schools and students
equal to tax support and grants
given to Catholic and Protestant
students and schools."
Committee members claimed it
was unjust that taxes paid by par-
ents of 4,300 children attending
Jewish day schools were paid to
Protestants who contributed noth-
ing to the education of the Jewish
pupils.
The Jewish committee said that
"the Protestants had gained $25,-
000,000 from Jewish taxpayers in
the past 23 years" and that in
1964 alone, Protestant revenue
from Jewish taxpayers exceeded
the cost of educating Jewish chil-
dren by $3,000,000.
