UNITED NATIONS — The Gen- eral Assembly's special political committee concluded three weeks of debate on the refugee question Monday night with the adoption of a resolution calling on all gov- ernments concerned to cooperate with the Palestine Conciliation Commission in its efforts to secure repatriation or compensation for the Arab refugees. Before voting on the draft of the United States resolution, the com- mittee approved three amendments put forward by Somalia, one of which called on the 'commissioner general of the United Nations Re- lief and Works Agency for Pales- tine Arab refugees to continue his efcorts "including rectification of the relief rolls as to ensure, in cooperation with the governments concerned, the most equitable dis- tribution of relief based on need.' The latter amendment, aimed at weeding out names of dead or nonexistent persons of the UNRWA lists of refugees receiv- ing aid, was approved by a vote of 55 in favor, 54 abstentions and with the United States vot- ing against it. It replaced a similar clause in the original United States draft which had also expressed concern over the "limited progress" thus far ac- hieved in the rectification of the relief rolls. While Israeli sources generally expressed satisfaction with the vote, the biggest diplomatic victory for Israel came with the rejection by the committee of a resolution sponsored by Afghanistan, Malay- sia, Pakistan and Somalia calling for the establishment of a United Nations custodian for property claimed by Arabs. The four-nation resolution would have called on the secretary gen- eral "to take all appropriate steps to have a custodian appointed to protect and administer Arab prop- erty, assets and property rights in Is r a el and to receive income derived therefrom on behalf of the rightful owners." Also rejected by the committee was another amendment sponsored by Somalia which singled out Israel and called on her to co- operate with the Palestine Con- ciliation Commission. This amend- ment was defeated by a vote of 33 in favor, 39 against with 38 absten- tions. Another Somalia amendement, calling for increased contribu- tions to UNRWA, was approved by the committee, while a fourth amendement sponsored by that country calling on the PCC to intensify its efforts was incorpo- rated into the American resolu- tion by consent of the United States. The vote on the entire U.S. draft with the three Somalia amend- ments was 65 in favor. none against, with 45 abstentions includ- ing Israel. Israeli sources explain- ed its delegation's abstention by the fact that not all parts of the resolutions were satisfactory. The Arab states and the Soviet bloc were among the abstainers on the entire draft resolution and with the exception of Romania were among those who favored the four-nation resolution calling for a custodian. Romania explained that it was unable to support this resolution because of its reservations in prin- ciple regarding all measures in- tended to place an outside author- ity on the territory of a soverign state against the will of the state concerned. Israel's Ambassador Michael S. Comay, chairman of his gov- ernment's delegation to the Gen- eral Assembly, in 'his first major address to the special political committee, said earlier: "What is required is a bold new rehabilitation and compensation program, with massive funds placed at its disposal. This could be done without prejudice to the political positions and claims of any party. We should stop being imprisoned in the semantics of the problem, and come to grips with its ac- tualities. If such an imaginative and forward-looking international initiative could be taken for re- integration and compensation, my government could be counted upon to play its own part." Israel Bars Algerian From Defending Saboteur (Direct JTA Teletype Wire to The Jewish News) JERUSALEM — Reliable sources here said Tuesday that Israel has decided to bar entry of Jacques Verges, a Franco-Algerian attorney who wants to defend an El Fatah Arab saboteur captured in Israel last month. Verges, previously barred from defending another Palestinian Arab saboteur, Mohamed Hadjazi, will not be granted an entry visa by Israel. Verges, who has expressed violently anti-Israel views, was named by the Inter-Arab Bar As- sociation to provide legal defense for terrorists captured and tried in Israel. Plans for the trial of Mohamed Sukran, the second sabo- teur, have not been disclosed.
