Jewish Congressional Delegation Numerically Unchanged 96,692 votes, to defeat Republi- can Robert B. Cohen, who had 92,476 votes. Thus, the retire- ment of Rep. Toll resulted in the election of another Jew—keeping the believed total of Jews constant in the House. It was an off-year for the three Jewish Senators whose terms of office did not expire this year. They are Senators Jacob K. Jav- its, New York Republican; Ernest Gruening, Alaska Democrat, and Abraham R i b i c o f f, Connecticut Democrat. The total number of Jews in Congress remains 18—unless the number is increased when more facts are available about newly elected Congressmen. All members of the House of Jewish faith are Democrats with the exception of Rep. Seymour Halpern, of Queens, N.Y., who has served since 1959. Sen. The total number of Jewish rep- resentatives elected was 15—the same total as in the 89th Con- gress. However, it is possible one or more additional new Congress- men may turn out to be Jewish when more information is avail- able here. Only one change took place in the so-called "Jewish Delegation" serving in the House. In Phila- delphia's fourth district, where incumbent Democratic Rep. Her- man Toll retired last year, Demo- crat Joshua Eilberg, 45, received member of his party of Jewish background in the Senate. The new Jewish Congressman, Representative-elect Eilberg of Philadelphia, served previously in the Pennsylvania State Legisla- ture. The Jewish incumbents re- elected are Representatives Hal- pern, Emanuel Celler, Leonard Farbstein, Jacob H. Gilbert, Abra- ham J. Multer, Richard L. Ottin- ger, Joseph Y. Resnick, Benjamin Rosenthal, Herbert Tenzer, James H. Scheuer and Lester L. Wolff, all of New York; Sidney R. Yates, Illinois; Samuel N. Friedel, Mary- land; and Charles S. Joelson, New Jersey. Jews figured in a number of state and local contests with varied results. Milton Shapp, a Democrat, ran for governor of Pennsylvania but lost to Re- publican Lieutenant Governor Raymond P. Shafer. Their plans included the assas- sination of Willy Brandt, mayor of West Berlin, and Dr. Fritz Bauer, Franfurt prosecutor known for his pursuit of Nazi criminals. Ruppe and Lindner said they became frightened of the idea to kill Bauer by shooting him or placing a bomb in his desk or car. They decided instead to blow up the state court's main administra- tive building of the Central Office for Investigation of Nazi War Crimes in Ludwigsburg. Ruppe was arrested while scout- ing the building. A German-born American, Kurt Reinheimer, who returned to the United States before the other two were arrested, is an alleged princi- pal figure in the case. Ruppe has said he distributed posters for the extreme right- wing National Democratic Party, which made spectacular gains in Hesse provincial elections. (See story, Page 1.)
