Arab Incursions Go On as UN Ponders Action

Speaking at o press conference,
he :asserted that the approach to
the UN had aroused anti-Israel
factors and that it gave the Soviet
Union another chance to. win Arab
hearts. He insisted the issue • was
note a case of the alternatives of
only the UN or war, arguing that
Israel had the right to use its
own discretion on issues of self-
defense.
He said regretfully that there
had been a "cooling down" in Is-
raeli-French relations.
Touching on domestic issues, he
said that Rafi would cooperate
any party that would adopt
jafi's proposals for changes in
.srael's election system to reduce
the nation's multitude of parties.

JERUSALEM — Lt. Gen. Odd
Bull, chief- of staff of the United
Nations Truce Supervision Organ-
ization, discussed the renewal of
guerrilla incursions near the Syrian
border -with Moshe Sasson, director
of the armistice affairs division of
the Israel Foreign Ministry.
It was believed that Sasson
expressed sharp criticism to Gen.
Bull of the failure of the Israeli-
Jordan Mixed Armistice Commis-
sion to find Jordan resp.onsible for
some of the recent incidents.
Observers indicated a belief that
Security Council action or lack of
Action, as well as the final wording
of the resolution introduced last
Week by the United States and
Britain, will deeply influence Is-
rael's' future attitude towards its
Arab neighbors as well as the
formulation of policy of Israel's
- policy-makers toward future border
incidents. -
Premier Levi Eshkol and For-
eign Minister Abba Eban held
special consultations Tuesday to
evaluate the status of the UN
Security Council's deliberations
and to plan for any contingency.
Further top-level meetings were
scheduled after the council dis-
poses of Israel's complaint.
A new blow at Israel's confi-
dence- in UN action was delivered
Monday by the Israeli-Jordan
Mixed Armistice Commission
which again declined to hold
Jordan responsible for a shoot-
ing incident Oct. 13 near
Nehusha, despite clear-cut evi-
dence that the perptrators came
from Jordan. The MAC failed
even to attest to the fact.
Official sources here expressed
disappointment and disapproval
over the UN Truce Supervision
Organization chairthan's failure to
vote for the relevant paragraphs of
Israel's resolution presented to
MAC. The lack of results from-the
MAC meeting strengthened Israel's
view that the "legalistic" approach
by UNTSO, which aims at "water-
tight proven cases", was both inef-
fective and untenable.

Arab terrorist group have been
arrested by police in Jordan in
crackdown apparently moti-

vated by the growing rift be-
tween the Palestine Liberation
Organization and King Hussein's
Jordanian regime, according to
reports received here.
The group, calling itself the
"Movement of Returning Heroes,"
apparently • is under - control of
Ahmed Shukairy, head of the
Cair6-based PLO. Prior to the
arrests, the new terrorist group
claimed responsibility for
recent sabotage incursions into
Israel, which had 'been generally
attributed to the El Fatah com-
mandoes operating from Syrian
bases.. Shukairy recently issued a
call over Cairo's "Palestine" Radio
for the overthrow and assassina-
tion of King. Hussein. •
The 15 arrested terrorists were
reported to be of Palestinian origin
and were said to be based in
Western Jordan, near the Israeli
border.
Foreign Minister Abba Eban re-
ported to the Cabinet on what he
described as the "weakness" of the
United Nations SecOrity Council
in being unable to pass even a
moderate - Anglo-American . resolu-
tion, callingon 'Syria to respect
her commitment
s under the United
Nations Charter and the Armistice
Agreements:
The foreign minister Stressed
that Israel was continuing to strive
toward a strongly worded resolu-
tion ev'eai if it were to be vetoed
by the Union. - - •
The Israel-Syrian border situa-
tion was also the subject of a
number - of by ..various
Cabinet members marking the 10th
anniversary of the Sinai Campaign.
A threat to • assassinate Israel's
Prime Minister Levi Eshkol was
voiced by "Radio Palestine," a
broadcast transmitted -from
Cairo. • - _ •
The marauders, said the Arab
broadcast, can enter Israel's peace-
ful settlements at night at will.
"Even the Prime Minister's life is
in danger," the broadcast stressed.
"It requires courage to enter
Jerusalem. But the attacks will
continue, as will the incidents
along the border, even in places
like Natanya." (Natanya is not on
any of Israel's borders. It is on
the Mediterranean Sea.)
The International (Pan-Arab)
Congress of Syria's ruling Baath,
Socialist, Party urged leftist Arab
countries to join forces to bring
about a "speedy showdown with
Israel."
The statement was broadcast on
the eve of the departure for Cairo
of Syrian Premier Yusef Zayyen
for talks with Egyptian leaders
on military coordination of the
two countries in dealing with
Israel."
Arab terrorists struck into Is-
rael again Sunday night. An Is-
raeli patrol was fired upon at
dawn inside Israeli territory south
of Mount Hebron. No Israelis were
hit, and the raiders escaped in the
darkne'ss across the Jordanian
border, which is only about 40

—During a brief session of the
Security Council Monday afternoOn.,
it was made clear that the follow.
ing sequence of events had taken
place: 1. "Delicate" consultations
took place all morning among the
10 nonTermanent members of the
Council (Argentina, Bulgari a,
Japan, Jordan, Mali, - the Nether-
land s, New Zealand, Nigeria,
Uganda and Uruguay) ; 2. The issue
had been passed on to the five
perthanent members — the United
States, Britain, France, the Soviet
Union and• China; 3. The non-per-
manent members are to receive
their answer from the Big Powers
by late tonight; the Big Powers
will reconsider the issue.
Ambassador Michael S. Comay,
Israel's permanent representative
here, pointed out that, even while
the,:subject' of Syrian-encouraged
terrorism was _under discussion,
more .depredations were committed
inside Israel: He -called attention
to .an incident that occurred last
Thursday night, when a freight
train on its way from Jerusalem
to Tel Aviv had run over a mine,
causing the derailment of several
cars and the injury of one Israeli.
He noted that, only an hour and
a half earlier, a passenger train.
had run over the same tracks,
and pointed out that the mine, if
exploded earlier, might have caused
hundreds of deaths. (Israel an-
nounced this weekend that, due to
the planting of mines along the
railroad tracks, it has suspended
all train service on the entire run
from Jerusalem to Haifa.)
The United States and British
delegations at last placed their
anti-Syrian draft on the table be-
fore the Security Council after
numerous delays.
The text of the resolution refer-
red to Israel's first letter of com-
plaint against Syria more than two
weeks ago, the statements made
by the representatives of Israel and
Syria, and the reports on the is-
sue filed by Secretary-General
General U Thant. Then the resolu-
tion stated that the Council:
"Recognizing the imperative
need for the Governments con-
cerned to observe strictly their
obligations under the Charter
and the provisions of the General
Armistice Agreements, noting
that the El Fatah or El Asifah
organization has been re-
sponsible for a long series of
destructive raids into Israel; con-
cerned at the danger to peace
and security in thearea:
"1. Deplores the incidents
which have been subject of this
debate as well as the loss of
human life and casualties caused
by them;
"2. Reminds the Government
of Syria to fulfill its obligations
by taking all measures to pre-
vent the use • of its territory as
a base of operation for acts con-
stituting a violation of the
Armistice Agreement;
"3. Calls for strict adherence
to Article III, No. 3 of the Syiia-
Israel General Armistice Agree-
ment providing that no warlike
act or act of hostility shall be
conducted from the territory of
one of the parties against other
parties;
"4. Calls upon the govern-
ments of Syria and Israel, in the
light of their statements to the
Council, to cooperate fully with
United Nations machinery, in-
cluding the Israel-Syria Mixed
