JERUSALEM — Ninety per cent
of Israel's retail stores were closed
Tuesday by their owners in pro-
test against increased municipal
business taxes levied on all sales.

Shops Association asserted that
the government had pledged it-

and austerity program to freeze all
taxes as a counterpart to price
stabilization. The retailers asserted
that the government had the means
to enforce its plan with local
authorities, if it really wanted to
do so.
Practically all shops, restaurants
and cafes were closed in Tel Aviv,
and traffic was light. A similar
situation prevailed in other cities
and villages. The exception was
Jerusalem, where a large number
of shops, particularly food stores,
