The Shaarey Zedek Teachers As- sociation maintains that it was forced to go to the Michigan State Mediation Board because of the synagogue's refusal at first to recognize the association as a bar- gaining agent and because of the dismissal of the teachers. Pending before the State Mediation Board are two charges: One of unfair labor practices, and the hearing on the dismissals has been set for Nov. 7; and one dealing with the over-all problem involving notice of intention to strike starting Oct. 23 unless the grievances are re- solved. The strike notice was filed on Monday by Sidney Kelman, one of the Shaarey Zedek teachers who has been assigned to act as the association's bargaining agent. His associate as bargaining agent is the veteran Hebrew teacher, Dov Parshan. The Jewish News also learned that a message is being issued to the Shaarey Zedek membership explaining the synagogue's stand. A synagogue official has been quoted as stating that the letter will be "unkind" to the teachers. The reporter for that paper had taken the information from the blotter of the Michigan State Mediation Board after the charge of unfair labor practices was filed with the mediation board two weeks ago. It became known this week that the latter charge, resulting from the dismissal, a day prior to the meeting of the Shaarey Zedek teachers under State Mediation Board auspices, of Sol Panush and Jacob Gilany, president and vice president of the Shaarey Zedek Teachers Association, will be taken up by the Mediation Board on Nov. 7. Thus, protracted negotiations have added to the critical situation in the teaching profession in the community. But on Monday, the United Hebrew Schools' official spokes- men gave recognition to the UHS Hebrew Teachers Association and will henceforth negotiate with them, thereby ending what- ever differences of opinion over negotiations existed in the com- munal education system. Kelman, as chief negotiator for the Hebrew Teachers Association of Shaarey Zedek, filed the follow- ing "Notice of intention to strike and statement of issues" with the Michigan Labor Mediation Board on Oct. 1: "The Hebrew Teachers Assoc- iation of Congregation Shaarey Zedek hereby serves notice that it intends to strike effective Oct. 23, 1966. We had requested on Sept. 20, 1966, that negotiations begin immediately . . . on a con- tract governing all relevant con- ditions of employment for the Hebrew teachers of Congrep- tion Shaarey Zedek, e.g., rescind- ing the discharge of teachers, tenure, salaries, sick days, class size school calendar, classroom monitoring, staff meetings, out- of-class assignments, grievance procedures, etc. etc. To date Congregation Shaarey Zedek has eschewed setting a specific date for the initiation of negotiations. "The association is reasonably certain that good faith negotia- tions could culminate in a con- tract not later than, and prob- ably much before, Oct. 21, 1966. To preclude protraction of nego- tiations by the congregation beyond this date we have fixed Oct. 23, 1966, as the intended strike date." The issue which began with the demand for recognition by the Shaarey Zedek teachers and came to a head with the dismissal of the two teachers became aggra- vated when the major Hebrew teachers' groups, representing the United Hebrew Schools, Hillel Day School, Bnai David Religious School and Beth Shalom Teachers Association registered protests de- manding reinstatement of the teachers. Refusal of the Shaarey Zedek education commitee to reverse the position taken by its chairman — who admitted he had not author- ized the signing of the telegram of dismissal — and the new educa- tional director preceded the filing of the notice to strike. Individuals as well as groups began to ask for a reversal of the unprecedented congregation. al act and a group of Shaarey Zedek members issued a state- ment demanding redress for the dismissed teachers and urging Shaarey Zedek members to at- tend the semi-annual meeting called for Oct. 13, there to reg- ister their concern over what has occurred.
