New Russian-Jewish Crisis Arises Over Israel Protests

has no clause making the execu-
tion of the pact conditional upon
any government approval. He said
there is also no clause concerning
damages for non-performance,
since it was certain that once Rus-
sia signed the agreement it had
the government's blessings. He
added that he would ask for clari-
fication of the matter if he re-
ceives no note from the Soviet
Union within the next few days.
The Israel Philharmonic Orches-
tra had been scheduled to leave
for Moscow Nov. 10.
The cancellation, which appeared
to be final, was conveyed Sept. 21
by A. Yakushenko, the Soviet
Charge d'Affairs in Israel, to the
Israeli Foreign Ministry. The So-
viet diplomat gave as the reason
"the wild anti-Soviet campaign
launched by Israel" on the subject

of the situation of Soviet Jewry.
Last June, the Soviets postponed
the tour four days before its then
scheduled departure on the pretext
of inability to find suitable con-
cert halls.
Israeli political sources ex-
pressed "deep regret and disap-
pointment" over the Soviet action.
They said that criticism voiced by
Israel on the treatment of Soviet
Jews had been more moderate than
those voiced by various Western
Communist parties and liberal
groups. They said it appeared that
the cancelation was aimed at in-
itimidating Soviet Jews from con-
tacts with Israel or Israelis, rather
than as evidence of a new anti-
Israel stance by the Soviet govern-
ment.

Some observers suggested that
the answer to the puzzle might be
that, while the Soviet authorities
strongly oppose visits by Israelis
to Russia, they either do not op-
pose or in fact encourage their
artists and athletes to visit Israel.

to Go to Israel Annually
NEW YORK (JTA)—An "un-
precedented" increase in the num-
ber of Soviet citizens being allowed
to join relatives abroad, with the
largest group going to Israel, was
reported in dispatches from Mos-
cow.
The report noted that about
1,000 Soviet Jews a year are being
allowed to join relatives in Israel,
representing an 80 per cent in-
crease over the numbers permitted
to emigrate to Israel two years
ago. Informed sources have
stressed, however, that those So-
viet Jews permitted to go to Israel
are "only a trickle," compared to
the tens of thousands who want
to emigrate to the Jewish State.
The recent sharp increase in
Soviet exit visas, according to the
reports, has led to family reunions
in the United States, Canada,
France and other countries, in ad-
dition to Israel. It was noted that
emigration from the Soviet Union
was still a long process, with wait-
ing periods of two years or more
from the time of application to
