Why is it required for a Jew-
ish male to wear a "Talit Katan"
(a fringed garment) under his
shirt?

This is done so that he will be
able to carry out the command-
ment of wearing "Tzizit" (fringes)
all day long. According to the
Bible (Deuteronomy 22:12) only a
garment having four corners can
be used to attach the required
Tzizit, i.e. "Thou shalt make thee
twisted cords upon the four cor-
ners of thy covering garment with
which thou coverest thyself." In
olden times during the Biblical and
Talmudic periods the mode of
dress was to wear an outer gar-
ment of four corners, similar to
what the Arabs wear today. Then,
the Tzizit were attached to this
outer garment and this garment
was habitually worn all day over
one's head and around one's body.
In post-Talmudic times the mode
of dress changed, especially when
Jews migrated to European coun-
tries like France and Germany.
Then, one could not attach fringes
to one's outer garment because it
no longer had four corners. In
order to still be able to carry out
the commandment of Tzizit, two
things were done. A four cornered
garment was worn under ,one's
outer garment so that Tzizit could
be attached to it as it is worn all
day. Furthermore, during the
morning prayers Jews wore four
cornered outer garments, i.e., the
large Talit to which the fringes
were attached and with which
they wrapped themselves during
the morning prayers. The r e 1 a -
tively smaller garment which one
wears underneath is called a
"Talit Katan" (small Talit) or
"Arba Kanfoth" (four corners).

Why are two different bene-
dictions pronounced before put-
ting on these two garments at
their respective times?

onist movement in the establish.
ment of the State of Israel 18
years ago has paradoxically
brought the movement face to face
with the growing threat to Jewish
survival in terms of the twin dan-
gers of assimilation and the indif-
ference towards Jewish identifica-
tion on part of our youth.
It is later than you think. The
unfinished tasks devolving upon
the Zionist Organization — aiding
the development of a viable econ-
omy in Israel and safeguarding its
security, and the halting of the
rapid pace of cultural disintegra-
tion among American Jewry—must
receive our urgent attention as the
leading protagonists of Jewish cul-
tural survival.
American Zionists must be in
the forefront for the revival and
renewal of Jewish life. To this end
the ZOA addresses itself to the
future of the American Jewish
community. Our prime objective is
therefore the deepening of the
Zionist ideal as a way of Jewish life
within the Herzlian concept of
Jewish peoplehood, sharing with
Israel a joint historical responsi-
bility for the destiny of our people
everywhere.
Let us resolve on the New Year
to redouble our efforts in the
furtherance of our vital program
for Israel and the enrichment of
Jewish life in this country. The
time to act is now !
