(JTA) —Israel complained to the UN Security Council Monday that Syria has "deliberately resumed a sys- tematic and planned attack on the territory and population of Israel, in pursuance of its so-called `People's War of Liberation.' " In a letter from Ambassador Michael S. Comay, Israel's perma- nent representative here, to Dr. Nikolai T. Fedorenko, of the Soviet Union, this month's Security Coun- cil president, Israel noted that Syria had carried out three mining raids into Israel in within four days, causing injury to seven Is- raelis in the first action and to three others in the second. Comay informed Dr. Fedorenko that four Syrian infiltrators tried to get into Kfar Yuval, a village near the Syrian border. Challenged by an Israeli army patrol, the in- filtrators tried to fight back, Co- may reported, with the result that two of the men were killed while the two others fled back across the Syrian border.
