JERUSALEM—A Sabbath ob-
servance bill which would impose
fines of up to 1,000 pounds ($333)
on factory owners, shopkeepers
and artisans for working on the
Jewish Sabbath or other religious
festivals was introduced by the
government Monday night in par-
liament and evoked vigorous de-
bate.
Labor Minister Yigal Allon in-
troduced the measure on behalf
of the government coalition of
labor and religious parties as a
compromise measure. Foes assail-
ed it as an infringement of per-
sonal freedom, but it was expect-
ed to be passed.
The measure represented a new
focus of the struggle in Israel be-
tween religious and nonreligious
groups in Israel. The religious par-
ties have been battling for years
for a tight Sabbath law which
would ban public entertainment,
sports events and many services.
Other parties in and out of the
coalition campaigned in the last
elections against any new sabbath
restrictions.
The labor minister said that
the measure would only extend
to self-employed Jews in Israel
and members of cooperatives
the restrictions which have been
applied in the hiring of workers
since 1951. Dr. Elimelech Ri-
malt of Gahal, the parliamentary
faction of the right-wing Herut
and • some of the liberals, and
personally an observant Jew,
opposed the measure on grounds
that "the legislature has no
right" to enforce such principles
by use of the police.
The labor minister said the
measure would not affect hotels,
restaurants, cafes, places of en-
tertainment, gasoline stations,

The restrictions would apply to
the affected persons both on the
sabbath and on nine holidays when
work is banned under Jewish .re-
ligious law.
Shlomo Gross of the ultra-Ortho-
dox Agudat Israel Party announc-
ed that his party would oppose the
measure. He said the proposal in
effect sanctioned more Sabbath
transgressions than it specifically
banned.

Plans Proceed

TEL AVIV—The Palestine Auto-
mobile Corporation, Ford Motor
Company dealer in Israel, dis-
closed Tuesday it was proceeding
with plans for Israeli assembly of
Ford vehicles.
At the same time, it was indi-
cated that the ministries of com-
merce and transport believe that
the assembly operations should be
carried out in one of the existing
plants in Israel to avoid setting up
still another factory in Israel, par-
ticularly in view of the current
slump of automobile sales. Exist-
ing assembly facilities in Israel
are all underutilized.
Directors of the Palestine Auto-
mobile Corporation declined to say
with what assembly firm they are
negotiating. They also said it was
too early to forecast which Ford
vehicles would be produced in Is-
rael and in what numbers. How-
ever, they added, technically there
would be no difficulty in produc-
ing large or compact passenger
cars, like the Anglia, Cortina and
Taunus, delivery cars and tractors.
Foreign ministry economic ex-
perts were reported to believe that
the Ford offer constituted a
"breakthrough" in commercial ties
between the United States and Is-
rael and could well be the begin-
ning of closer industrial relations.

Senator Griffin
Condemns Threat
of Ford Motor

U. S. Senator Robert P. Griffin
said Wednesday that threats of an
Arab boycott against the Ford Mo-
tor Co. are in direct violation of
"the spirit of free trade between
the United States and the Arab
world."
The UPI wire service quoted in-
formed economic officials as say-
ing the boycott threat faced Ford
which has announced plans to
license its Israeli dealer to estab-
lish an assembly plant.
Senator Griffin said:
"Last year, a similar situation
arose when the Arab nations re-
quired American companies to
reply to questionnaires as to
whether they had branches in. Is-
rael, whether their goods were
produced in Israel and similar
questions.
"At that time, I voted in the
House for the Muller amendment
to the Export Control Act which
encouraged American exporting
business to refrain from supplying
information or taking other actions
that would aid boycotts by foreign
countries against nations friendly
to the United States.
"My position has not changed.
Friendly trade relations between
this country and Israel should be
continued and the Congress should
take any action necessary to see
that they are not disrupted."
