The election of Pincus as co-chairman recognized the cen- trality of Israel, which will have eight Council members, as a crea- tive force in Jewish education. The Council will maintain a re- gional headquarters in Jerusalem, and it is expected that much of the programing and research will be centered there. The Council will also include six European representatives, two of whom will be from Great Britain, five from Latin America, one each from Canada, Australia, South Africa -and Iran and 15 members-at-large to be elected by the Council's executive committee when it is constituted. A crash program for an addition- al 1,000 Jewish day schools throughout the world in the next decade was advocated at a meeting which opened the plenary session of the World Conference of Jewish Organizations •(COJO) and ended the meeting of the World Council on Jewish Education. The Proposal was made by Rabbi Joseph H. tookstein of New York, chairman of the World Council presidium. The Orthodox rabbini- cal leader said he was offering his proposal "as the most effective means of ensuring the preserva- tion of Jewish life and Jewish tra- dition." Dr. Stephen Roth, European di- rector of the World Jewish Con- gress, told the delegates that the emergence of the neo-Nazi Na- tional Democratic Party was due to a gradual diminishing of poli- tical and economic factors which had served to deter extremism in West Germany in the early post- war era. , Arnold Forster, general counsel of the Anti-Defamation League of Bnai Brith, reported on right-wing extremism in the United States. He charged that the racial right was spending millions of •dollars in a sustained attack on the United Nations. • • The plenary acted Tuesday to strengthen its structure and ex- tend its role as a worldwide consultative body by dropping a proposed veto rule. Dr. Nahum Goldmann, who was re-elected chairman of COJO, and Dr. William A. Wexler, president of Bnai Brith, both• COJO affiliates, spoke for closer coordination among Jewish groups on interna- tional matters. Other delegations joined in adopting a set of "basic principles" to enable COJO to en- gage in more functional activities without impairing the autonomy of the 10 constituent organizations. The veto proposal, which • would have required unanimity among the 10 constituents• for COJO to act on any substantive matter, was abandoned in a proposal made by Dr. Wexler, as chairman of- a committee • drafting bylaws for COJO, in favor of a policy requir- ing "a substantive majority." Under the proposed rule, any dis- senting constituent would be free to disassociate itself publicly from any majority decision. Rabbi- - Jay - Kaufman, executive vice president of Bnai Brith, pro- posed that COJO explore ways to eitabliSh a "single and central voice to present the Jewish view- point in Jewish-Catholic relations."
